The Commission recessed at 7:01 The Commission reconvened at 7:02 ROLL CALL: Present: Chair Kozak Chair Pro Tem Thompson Commissioners Altowaiji, Eckman, and Moore Staff Present Elizabeth A. Hutter, Associate Planner Adrianne DiLeva-Johnson, Management Assistant None PUBLIC CONCERNS Approved CONSENT CALENDAR: 1. APPROVAL OF MINUTES – JANUARY 22, 2013, PLANNING COMMISSION. RECOMMENDATION: That the Planning Commission approve the minutes of the January 22, 2013, meeting as provided. Motion: It was moved by Altowaiji, seconded by Thompson, to move the Consent Calendar. Motion carried 4-0-1 with Commissioner Eckman abstaining. PUBLIC HEARINGS: Adopted Resolution 2. CONDITIONAL USE PERMIT 2012-19, ST. PAUL COPTIC No. 4216 CHURCH. The project is a request by St. Paul Coptic Church to establish a church use within an existing industrial office space. The applicant is proposing to modify the existing 4,848 square-foot vacant tenant space to include a sanctuary, office, classrooms/meeting rooms, and book store. APPLICANT: Fr. Kyrillos Ibrahim St. Paul American Coptic Orthodox Church – Diocese of Los Angeles, Southern California, and Hawaii 3002 Dow Avenue, Suite 140 Tustin, CA 92780 PROPERTY OWNER: LBA Realty Fund II – WBP, LLC LBA Realty 17901 Von Karman, Suite 950 Irvine, CA 92614 PROJECT LOCATION: 3002 Dow Avenue, Suite 140 Tustin, CA 92780 ENVIRONMENTAL: The project is categorically exempt pursuant to the California Environmental Quality Act (CEQA) Section 15301, Class 1. RECOMMENDATION: That the Planning Commission adopt Resolution No. 4216, approving the establishment of a church use within an existing 4,848 square-foot office space located at 3002 Dow Avenue, Suite 140. Hutter Gave a presentation of the item. Commission questions generally included: clarification on the floorplan; reason for limitation on attendance; parking requirements for the tenant space; and questions related to occupancy. Minutes – Planning Commission February 12, 2013 – Page 2 of 4 The public hearing opened at 7:22 p.m. The applicant’s engineer, Moheb Gorgy, stepped forward. Mr. Gorgy stated that there is currently a small number of attendees at the church, and if the church expands, they will come back to the Community Development Department to re- evaluate their parking demand. The public hearing closed at 7:23 p.m. Altowaiji Stated staff did a great job with this project, and would move its approval. Moore Had no further comments at this time. Eckman Would like to see this project grow and is in full support of the application. Thompson Would second Commissioner Altowaiji’s motion. Kozak Stated the use is compatible with the area, and hopes the use grows. Welcomed the applicant to Tustin. Motion: It was moved by Altowaiji, seconded by Thompson, to adopt Resolution No. 4216. Motion carried 5-0. None REGULAR BUSINESS None STAFF CONCERNS COMMISSION CONCERNS: Altowaiji  Had nothing to report this evening. Moore  Enjoyed the Mayor’s Inaugural Dinner, stated it sounds as if the Mayor has great things planned for the City;  Wished everyone a Happy Valentine’s Day. Eckman  Also enjoyed the Mayor’s Inaugural Dinner;  Stated construction has begun on the cellular towers at Cedar Grove Park;  Wished everyone a Happy Valentine’s Day. Thompson  Congratulated Mayor Al Murray on his speech at the Mayor’s Inaugural Dinner;  Attended the Building Industry of Orange County Association presentation on Rancho Mission Viejo’s first village; Minutes – Planning Commission February 12, 2013 – Page 3 of 4 Thompson Cont.  Congratulated his daughter, Cherise, on being the third member of the Thompson family to pursue Civil Engineering, as she has been accepted into the program at Cal State Long Beach. Kozak  Was on a tour of the Colorado River, and was sorry to miss the Mayor’s Inaugural Dinner, but was proudly represented by his son and his son’s girlfriend. Wished Mayor Murray all the best;  Welcomed Tustin’s Deputy City Manager, Chuck Robinson;  Wished everyone a Happy Valentine’s Day. 7:30 p.m. ADJOURNMENT: The next regular meeting of the Planning Commission is scheduled for Tuesday, February 26, 2013 at 7:00 p.m. in the City Council Chamber at 300 Centennial Way.
