STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO 70001 SUMMARY The plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001 have been prepared and are ready to be bid. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 13 -12 approving the plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No 70001 and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Funding in the amount of $1 765,000 has been budgeted and appropriated in the Fiscal Year 2012 2013 Capital Improvement Program for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No 70001 The project is part of the City's on -going Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2) funding. The total engineer's estimate is $1 365 000 DISCUSSION AND BACKGROUND The Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001 for Fiscal Year 2012 -2013 includes asphalt concrete pavement repair asphalt concrete overlay slurry sealing, and traffic striping on various streets throughout the City within Zone 1 of the City's Pavement Management Program. The City is divided into seven pavement management zones (see attached map) with one zone targeted each year for pavement maintenance. Through a rolling seven year cycle this program is intended to maintain the integrity of City streets The current phase, Zone 1 (see attached map), is generally bounded by the north city boundary the SR 55 Freeway to the west, Irvine Boulevard to the south, and Newport Avenue to the east. CIP No. 70001 also includes the Annual Sidewalk Repair Project which focuses on removal and replacement of damaged sidewalk to correct tripping hazards at numerous locations throughout the City based on an annual field survey conducted by the Engineering Division. The field survey identifies and evaluates locations where tree roots are causing sidewalk and curb and gutter damage. Under the project, some of these trees will be removed and replaced with trees of the same species, or with a species more suitable to the parkway area as recommended by the City's Certified Arborist. This project also provides improvements throughout the City to comply with the Americans with Disabilities Act (ADA) These locations are typically requested by citizens or are Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project March 5, 2013 Page 2 identified by City staff to provide for completion of missing segments of sidewalk and curb ramps to improve pedestrian access. The tentative schedule for construction of this project is as follows: • Authorization to Advertise for Bids 03/05/2013 • First Legal Advertisement 03/07/2013 • Second Legal Advertisement 03/14/2013 • Bid Opening 04/09/2013 • Award of Contract 04/16/2013 • Start Construction 05/06/2013 • Complete Construction. 07/31/2013 Since this project involves the replacement and repair of existing facilities with minor modifications, it is Categorically Exempt under California Environmental Quality Act (CEQA) requirements. Resolution No. 13 -12 Location Map S. \City Council Items \2013 Council Items\Approval of P &S Roadway Rehab & Sidewalk Repair (CIP 70001).docx ATTACHMENT 1 Resolution No 13 -12 RESOLUTION NO 13 -12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO 70001 AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001 FY 2012 2013, and WHEREAS the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, the CIP No 70001 project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA); Class 1 Section 15301 Existing Facilities, and NOW THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for FY 2012 2013 Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No 70001 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications, PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 5th day of March 2013.
