HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION TO FILE NOTICE OF COMPLETION FOR TRAFFIC SIGNAL MODIFICATION AT FIRST STREET AND PROSPECT AVENUE (ClP NO. 4058) SUMMARY Modification of the traffic signal at First Street and Prospect Avenue has been completed and the project is ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 00-73 accepting said work and authorizing the recordation of the Notice of Completion, and direct the City Clerk to ' o . Release the Labor and Materials Bond not sooner than thirty-five (35) days after the date of the recordation of the Notice of Completion; and Release the Faithful Performance Bond not sooner than one year after the date of recordation of the Notice of Completion; and Assuming no claims or stop notices are filed, it is further recommended that 35 days after the date of recordation of the Notice of Completion the City Council authorize payment of the final 10% retention in the amount of $9,929.93 to Inspection Engineering Construction, Inc. This amount together with previous payments of $89,369.37 rePresent 100% of the final contract cost. FISCAL IMPACT The final construction cost of this project is $99,299.30. This project was completed during the end of fiscal year 1999/2000 and the beginning of fiscal year 2000/2001. The Capital Improvement Program budget provides sUfficient funding for this project. BACKGROUND This project provided for the modification of the traffic signal at First Street and Prospect Avenue to install fully protected left-turn phasing in all directions. The project included rewiring the traffic signal system, upgrading the signal equipment and installing protected left-turn phasing. The project also included modifying the traffic signal operations by split phasing the north-south direction, to accommodate dual left-turn lanes in the southbound direction. Anderson Senior Project Manager- Transportation Attachments S:\City Council Items\00 City Council Items\NOC Traffic Signal Mod at First & Prospect & Reso 00-73.doc II b, · I I I I I .. . f 1 RESOLUTION NO. 00-73 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING RECORDATION OF THE NOTICE OF COMPLETION FOR TRAFFIC SIGNAL MODIFICATION AT FIRST STREET AND PROSPECT AVENUE (CIP NO. 4058) WHEREAS, Inspection Engineering Construction, Inc., having a contract with the City of Tustin to construct the hereinafter described public work and improvement; and WHEREAS, the CitY Engineer has duly certified to the construction and completiol of said public improvements hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said pub improvement hereinafter more particularly described in accordance with the provisions the contract documents and the Notice of Completion, and acceptance of said publ work and improvement should be filed and payment of the balance due said contra authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tust that said public work and improvement is found to be complete, and the same is here[ accepted. Said public work and improvement is more particularly described as follows: TRAFFIC SIGNAL MODIFICATION AT FIRST STREET AND PROSPECT AVENUE (CIP NO. 4058) BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is here[ authorized to execute and file a Notice of Completion for the acceptance of said publ works and improvement described herein as required by law.
