CAPITAL PURCHASE BIDDING EXCEPTION FOR PURCHASE OF A BACKHOE
LOADER FOR THE WATER DIVISION
SUMMARY
The purchase of a backhoe loader for the Water Division was approved under the FY 00-01
Operating Budget. The budgeted backhoe loader was able to be purchased under the competitive
bid process utilized by the City of Newport Beach for purchase of their backhoes. However, to
avoid a 5% increase from the supplier's original price, the purchase needed to be completed prior
to November 1, 2000. The City Manager authorized an exception to the City's Purchasing Rules
and Regulations to take advantage of the 5% cost savings ($3,578).
RECOMMENDATION
It is recommended that the City Council approve the exception to the Purchasing Rules and
Regulations in accordance with Section 1624 of the Purchasing Rules and Regulations and ratify
the purchase of a backhoe loader for the Public Works Department Water Division.
FISCAL IMPACT
The backhoe loader was budgeted in the FY 00-01 budget for approximately $88,829. By utilizing
the competitive bid process of the City of Newport Beach, the backhoe was able to be purchaSed
in a timely manner for $71,561. An additional 5% was saved by purchasing prior to a supplier
price increase on November 1,2000.
BACKGROUND
The Water Division was scheduled to replace one of their two backhoes this year. The backhoe is
used for the maintenance and installation of water main lines and laterals. The new John Deere is
a superior backhoe that provides dependability and ease of use with acceptable maintenance
costs. The other remaining backhoe was previously purchased cooperatively with the City of
Santa Ana.
