APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE
FOR BIDS FOR THE ANNUAL MAJOR MAINTENANCE PROJECT, FY 2000-2001

SUMMARY
This project will repair and resurface or slurry seal various streets throughout the City, as well as
in portions of unincorporated Orange County and the City of Santa Ana, where jurisdictional
boundaries fall within the street paving limits. This work is being performed as part of the City's
on-going Maintenance of Effort (MOE) requirements to maintain eligibility for Measure M funding.
This project implements the current phase of the Citywide Pavement Management System (PMS).
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 00-78, approving the plans and
specifications for the Annual Major Maintenance Project FY 2000-2001 and authorizing and
directing the City Clerk to advertise for bids.
FISCAL IMPACT
The FY 2000-2001 Capital Improvement Project (CIP) budget provides sufficient funding for all of
the various components in the Annual Major Maintenance Project, including design, construction
and contract administration. This project is part of the City's on-going Maintenance of Effort
(MOE) requirements to maintain eligibility for Measure M funding. Reimbursements from the
County of Orange and the City of Santa Ana will reduce project costs by approximately $48,000.
BACKGROUND
The FY 2000-2001 Major Maintenance Project consists of asphalt concrete repair/overlay, crack
routing and sealing, slurry seal, traffic striping and markings,, and replacement of traffic Iccp
detectors at various locations throughout the City. These streets lie predominantly within Zone 4
of the City's Pavement Management System (PMS), which is the current phase of the
maintenance cycle. Zone 4 is bounded by Irvine Boulevard and the northerly City limits, Red Hill
Avenue, I-5 Santa Ana Freeway, and the westerly City Limits. Attached is a map showing streets
within the program in black.
Due to pavement failure, the alley between Newport Avenue and Orange Street, just south of San
Juan Street will be reconstructed as part of this year's program.

Portions of Browning Avenue, Holt Avenue, Warren Avenue and Wass Street lie within the
unincorporated area of the County of Orange. The County has committed to financial participation
in the project, through reimbursements, in proportion to the area of improvements within their
jurisdiction. The estimated reimbursement amount for the County is $24,000, but will be
determined based on actual costs.
The City of Santa Ana's participation was also requested for work on portions of McFadden
Avenue and Red Hill Avenue that lie within the City of Santa Ana. Despite several requests, a
commitment has not yet been provided. The estimated reimbursement amount for Santa Ana is
$24,000, but will be determined based on actual costs.
Tustin will continue to pursue a commitment of participation from Santa Ana. However, if a letter
of commitment is not signed by the time of bid award, the No. 2 eastbound lane in McFadden
Avenue, from the west City Limits to SR 55, and the No. 3 and part of the No. 2 southbound lanes
in Red Hill Avenue from Warner Avenue to Barranca Parkway will have to be excluded from this
project.
The Engineer's construction contract estimate for the subject project is $487,000.00

RESOLUTION NO. 00-78
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
ANNUAL MAJOR MAINTENANCE PROJECT, FY 2000-2001, AND
AUTHORIZING ADVERTISEMENT FOR BIDS (ClP No. 7001)
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of the Annual Major Maintenance Project, FY 2000-
2001; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications
for;
Annual Major Maintenance Project,
FY 2000-2001, (ClP No. 7001)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt and sealed bids or proposals
for the doing of the work specified in the aforesaid plans and specifications;
BE IT FURTHER RESOLVED that this.project is categorically exempt from the
requirements of the California Environmental Quality Act; Class I' Existing Facilities.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held On the 20t'h day of November, 2000.
