CALL TO ORDER PLEDGE OF ALLEGIANCE ROLL CALL PUBLIC INPUT - At this time members of the public may address the City Council regarding any items not on the agenda and within the subject matter jurisdiction of the City Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you wish to address the City Council on any matter, please fill out one of the blue forms located on the speaker's podium and submit to the CitY Clerk so that your remarks on the tape recording of the meeting can be attributed to you. GENERAL PLAN AMENDMENT 00-001 General Plan Amendment (GPA) 00-001 is a proposal to amend all current Elements of the Tustin General Plan related to the former Marine Corps Air Station (MCAS) Tustin site and a privately owned four-acre parcel in the vicinity of Harvard Avenue and Edinger Avenue owned by The Irvine Company. Recommendation: Ratify the Planning Commission Action Agenda of December 1'1, 2000. 5~ APPROVAL OF AMENDMENT A-1 TO COOPERATIVE AGREEMENT NO. 12-238 WITH' CALTRANS' FOR NEWPORT AVENUE EXTENSlON/SR-55 RAMP RECONFIGURATION PROJECT (ClP NO. 7130) Recommendation: Approve amendment A-1 of Cooperative Agreement 12-238 and authorize the Mayor and City Clerk to execute the proposed amendment to the Cooperative Agreement on behalf of the City as recommended by the Public Works Department/Engineering Division. RESOLUTION NO. u0-89 - A RESOLUTION OF THE L;ITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE CITY MANAGER OR AUTHORIZED DESIGNEE TO COORDINATE, PROCESS, AND EXECUTE THE HISTORIC PROPERTY PRESERVATION AGREEMENT ATTACHED HERETO AS EXHIBIT I WITH THE OWNERS OF THE PROPERTY LOCATED AT 178 NORTH C STREET, TUSTIN, CALIFORNIA Recommendation: Adopt Resolution No. 00-89 authorizing the execution of an Historic Property Preservation Agreement (Mills Act Contract) with Mike and Susan Bergevin, the owners of. the residence located at 178 North C Street as recommended by the Community Development Department. INTERIM CONTRACT FOR JOHN WAYNE NOISE ABATEMENT PROGRAM QUARTERLY REPORT Recommendation: Allow Wieland Associates to perform the JWA Quarterly Report analysis in the interim basis until the City obtained a consultant through a competitive Request for Proposal (RFP) process; and authorize staff to prepare a letter of agreement to secure the interim service as recommended by the Community Development Department. RELEASE OF MONUMENTATION BOND FOR T.RACT NO. 14934 (TUSTIN GROVE) Recommendation: Authorize release of the Monumentation Bond for Tract No. 14934 in the amount of $82,000.00 as recommended by the Public Works Department/Engineering Division. RELEASE OF MONUMENTATION BOND FOR TRACT NO. 14410 (EL DORADO) Recommendation: Authorize release of the Monumentation Bond for Tract No. 14410 in the amount of $20,000.00 as recommended by the Public Works Department/Engineering Division. RELEASE OF MONUMENTATION BOND FOR TRACT NO. 15420 (MADRID) Recommendation: Authorize the release of the Monumentation Bond for Tract No. 15420 in the amount of $16,000.00 as recommended by the Public Works Department/Engineering Division. RELEASE OF MONUMENTATION BOND FOR TRACT NO. 15601 (TREVISO) Recommendation:. Authorize the release of the Monumentation Bond for Tract No. 15601 in the amount of $21,000.00 as recommended by the Public Works Department/Engineering Division. - AWARD OF CONTRACT FOR ANNUAL SIDEWALK AND CURB AND GUTTER REPAIR PROJECT, FY 2000-2001 (PROJECT NO. 402-6235) Recommendation: Award the Annual Sidewalk and Curb and Gutter Repair Project FY 2000-2001 contract to C.J. Construction in the amount of $135,475.35 and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City as recommended by the Public Works Department/Engineering Division. RESOLUTIO.N NO. 00-93 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR TUSTIN SPORTS PARK BALLFIELD RENOVATION Agenda - City Council December :18, 2000 - Page 3 Recommendation: Adopt Resolution No. 00-93 approving plans and specifications for renovation of baseball fields at Tustin Sports Park, and authorizing the City Clerk to advertise for bids as recommended by Parks and Recreation Services. 14. RESOLUTION NO. 00-92 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE COMPENSATION PLAN AND APPROVING THE MEMORANDUM OF UNDERSTANDING BETVVEEN THE CITY OF TUSTIN AND THE TUSTIN MUNICIPAL EMPLOYEES ASSOCIATION, CONCERNING WAGES, SALARIES, FRINGE BENEFITS AND CONDITIONS OF EMPLOYMENT Recommendation: Adopt Resolution No. 00-92 amending the City's compensation plan, approving the two-year Memorandum of Understanding for the Tustin Municipal Employees Association as recommended by the Director of Human Resources. 15. 1999-2000 ANNUAL REPORT Recommendation: Receive and file the Annual Report of Housing Activity for 1999-2000; and direct a copy of the Annual Report to be filed with the State Controller and State Department of Housing and Community Development as recommended by the Redevelopment Agency staff. REGULAR BUSINESS ( ITEMS 16 THROUGH 17 ) 16. MAYOR AND MAYOR PRO TEM SELECTION Each year, the City Council selects those members of Council who will serve as Mayor and Mayor Pro Tem. Recommendation: Pleasure of the City Council. 17. COUNCIL APPOINTMENT OF COMMISSION/COMMITTEE MEMBERS Mayor Thomas requested that the City Council discuss whether the City Attorney should be directed to modify the ordinance dealing with the appointment of Commission/Committee members. Recommendation: Pleasure of the City Council.
