PROCLAMATION - None PUBLIC INPUT Spoke on presidential race; encouraged people to vote for him as the People's Choice President; and noted that the United States Constitution had expired. CLOSED SESSION - None PUBLIC HEARING - None CONSENT CALENDAR (ITEMS 1 THROUGH 9 ) Item No. 8 was removed from the Consent Calendar by Councilmember Doyle. It was moved by Potts, seconded by Saltarelli to approve the remainder of the Consent Calendar as recommended by staff. Motion carried 4-0, Wodey absent. APPROVAL'OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $1,866,418.44 and ratify Payroll in the amount of $401,911.12. RESOLUTION NO. 00-86 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE COMPENSATION PLAN AND APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF TUSTIN AND THE TUSTIN POLICE SUPPORT SERVICES ASSOCIATION, CONCERNING WAGES, SALARIES, FRINGE BENEFITS AND CONDITIONS OF EMPLOYMENT Recommendation: Adopt Resolution No. 00-86 amending the. City's compensationplan, approving the two-year Memorandum of Understanding-for the Tustin Police Support Services Association as recommended by the Director of Human Resources. 2001 LOCAL APPOINTMENTS LIST Recommendation: Approve the 2001 Local Appointments List for the Planning Commission, Parks and Recreation Commission, Cultural Resources Advisory Committee and Audit Committee as recommended by the Office of the City Clerk. RESOLUTION NO. 00-87- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, RELATING TO THE COMPENSATION OF CONFIDENTIAL EMPLOYEES Recommendation: Adopt Resolution No. 00-87 amending the City's compensation plan and granting salary and benefit increases to the City's "Confidential" employees for calendar years 2001 and 2002 as recommended by the Director of Human Resources. PLANNING COMMISSION ACTION AGENDA- NOVEMBER 28, 2000 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning COmmission Action Agenda of November 28, 2000. Minutes - City Council December 4, 2000 - Pase 2 Adopted Resolution No. 00-85 Adopted Resolution No. 00-84 Approved . RESOLUTION NO. 00-85- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 16184 TO SUBDIVIDE SEVENTY EIGHT (78) ACRES INTO FIFTY-ONE (51) NUMBERED LOTS AND TWENTY EIGHT (28) LETTERED LOTS FOR DEVELOPMENT OF FIFTY-ONE (51) ESTATE RESIDENTIAL UNITS Recommendation: Adopt Resolution No. 00-85 approving Final Tract Map 16184 as recommended by the Community Development Department. . RESOLUTION NO. 00-84 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM AND OVERALL ANNUAL GOAL OF 13% FOR FEDERAL FISCAL YEAR 2001, FOR ADOPTION AND SUBMISSION TO THE CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) Recommendation: Adopt Resolution No. 00-84 approving the Disadvantaged Business Enterprise (DBE) Program and Overall Annual DBE Goal of 13% for Federal Fiscal Year 2001 as recommended by the Public Works Department/Engineering Division. ITEM REMOVED FROM CONSENT CALENDAR CONSENT CALENDAR ITEM NO. 8- DECLARATION OF SURPLUS EQUIPMENT Councilmember Doyle confirmed with staff that the refurbished computers would go to organizations such as the Tustin Boys & Girls Club and the Tustin Area Senior Center. It was moved by Doyle, seconded by Potts to 1) Declare the listed equipment surplus and not required for public use; 2) Authorize staff to donate the surplus computer equipment to the Tustin Community Foundation for reconditioning and distribution to non- profit organizations; 3) Authorize staff to donate surplus mobile phones to the Kiwanis Club of Tustin for refurbishment and distribution; and 4) Authorize staff to have auctioned, serviceable equipment of value and dispose of assets beyond repair as recommended by the Police Department. DECLARING RESULTS OF THE NOVEMBER' 7, 2000 GENERAL MUNICIPAL ELECTION It was moved by Potts, seconded by Saltarelli, to adopt the following Resolution No. 00-88 declaring the results and other such matters as provided by law for the November 7, 2000 General Municipal Election: RESOLUTION NO. 00-88- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 7, 2000, AND OTHER SUCH MATTERS AS PROVIDED BY LAW Motion carried 4-0, Worley absent. PUBLIC INPUT Nick Burkey 1920 Sherry Ln. Tustin Said goodbye to Councilmembers Potts and Saltarelli; commended them for doing a great job; noted how they had supported the community; and thanked them for their service to the community. OTHER BUSINESS/COMMITTEE REPORTS AT&T/MEDIA ONE Councilmember Doyle spoke regarding literature he received from AT&T and said it was very difficult to read because of the small font size. Mayor Thomas stated he had received additional complaint letters from residents regarding AT&T and assured the public that staff was forwarding the complaints to AT&T. SANTA COP Councilmember Doyle reminded everyone that the Tustin Police Department Santa Cop program was underway and encouraged the community to drop toys off at the Revere House and/or the Police Department. FEDERAL DISPOSAL SERVICES Counciimember Ports remarked on a report that had gone to the Audit Committee regarding Federal Disposal; requested that material be made available to the public; commented on a letter to be forwarded to The Irvine Company regarding savings to residential/commercial customers by contracting with Federal Disposal; and requested all councilmembers sign the letter. Minutes - City Council December 4, 2000 - Pase 4 HIKING/RIDING TRAILS Councilmember Potts stated that he had worked 10 years to construct the hiking/riding trail from the foothills to the Newport back bay; said one link in Irvine was not cOnnected; and said he was forwarding a letter to Mayor-elect Agran in support of finishing the trail. CELL SITES Councilmember Potts requested an alternate representative be assigned to attend two upcoming Transportation Corridor Agency meetings regarding cell sites. TREE LIGHTING CEREMONY Mayor Thomas invited everyone to attend the Tree Lighting Ceremony on December 7, 2000. OUTGOING COUNCILMEMBERS Councilmember Doyle requested Councilmembers Potts and Saltarelli attend the December 18, 2000 Council meeting. Councilmember Potts remarked on his time on Council; commended staff and residents who had helped him over the years; stated parts of the City must be redeveloped; and said it had been an honor serving on Council. Councilmember Saltarelli spoke on his 8¼ years on Council; reflected on character aspects of responsible leadership; thanked staff, his family, fellow councilmembers, and the community for their support; and encouraged the Council/Council-elect to work together in the interest of the City. Mayor Thomas stated Tustin's success was the result of Council teamwork; spoke on past actions taken by Council; complimented Councilmembers Potts and Saltarelli on their service to the community; wished them success; and encouraged Council-elect to utilize their expertise. OATH OF OFFICE Mayor Thomas invited the community to attend the formal oath of office' for Council-elect on December 5, 2000 at 5:00 pm; and noted a ceremonial oath of office would be held at the December 18, 2000 Council meeting. WEB BROADCASTING/ON-LINE UTILITY PAYMENTS Mayor Thomas requested agendizing web broadcasting of Council meetings and the ability for residents to be able to pay water bills on-line. Minutes - City Council December 4, 2000 - Page 5 ADJOURNMENT Mayor Thomas adjourned the meeting at 7:55 p.m. The next regular meeting of the City Council was scheduled for Monday, December 18, 2000, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
