Firstpublichearing:  InforminterestedcitizensabouttheCommunity  DevelopmentBlockGrant(CDBG)programandobtain citizens’viewsonCDBGpriorities; Review public service subrecipient performance; and  ReviewpotentialreallocationandallocationofCDBG  funds. SecondpublichearingwillbeinApril2013  CDBG OMMUNITYEVELOPMENTLOCKRANT (CDBG) P ROGRAM EstablishedbytheHousingandCommunity  DevelopmentActof1974 ReturnsFederalfundstolocalcommunities  Fundsassistinproviding:  Adequatehousing  Suitablelivingenvironments  Expandingeconomicopportunities  TheanticipatedfundingallocationforPY2013-14is  $590,000 CDBG A PPLICATION ToparticipateintheCDBGprogram,theCityisrequiredto prepare: AConsolidatedPlanthatidentifiesneedsforaffordableand  supportivehousing,communitydevelopment,publicservices, andeconomicopportunities.TheConsolidatedPlanisrequired everyfiveyears.ThecurrentConsolidatedPlancovers2010to 2015. Annually,theCityisalsorequiredtoprepareaone-year  ActionPlanthatimplementsthegoalsandobjectives containedintheConsolidatedPlananddetailsexactlyhowthe Citywillspenditsannualallocation. EA LIGIBLECTIVITIES ActivitiesfundedmustmeetoneofthethreeNational Objectives: BenefitingLowandModerate(L/M)income  persons Addressingslumorblightconditions  Meetingurgentcommunitydevelopmentneeds  PN RIORITYEEDS TheConsolidatedPlanincludesaStrategicPlan  sectionthatidentifiesandranksPriorityNeeds inthecommunity. ThePriorityNeedstableisincludedas  AttachmentAinthestaffreport. TheCouncilisaskedtodetermineifthese  prioritiesstillrepresentthecommunity’sgoals andobjectives. CPP ITIZENARTICIPATIONLAN OnApril17,2007,theCityCouncilamendedthe  CitizenParticipationPlanto: DesignatetheTustinCommunityFoundation • (TCF)astheCitizenParticipationCommittee; and Approveamulti-year(3years)fundingcycleof • publicserviceactivities. TheTCFreviewseligiblepublicservice  applicationsandmakesrecommendationstothe CityCouncil M-FP ULTIYEARUNDINGFORUBLIC SA ERVICESCTIVITIES TheCityCouncilonApril19,2011,approvedthefunding  allocationforspecificpublicservicesprogramsforathree yearperiod(2011-13). Proposedisthethird(3)yearofthethreeyearfunding rd  cycle. Approvedpublicserviceprogramsaretocontinuetoreceive  YearThree(3)fundingiftheymeettheperformance criteria. PUBLIC SERVICE PROGRAMS PERFORMANCE CRITERIA Activitiesmustcontinuetomeetthepriorityandobjective  forwhichtheactivitiesarefundedinYearOne(1); Activitiesmustcontinuetoleveragefundswithother  sources; Activitiesmustbeincompliancewithcontractual  obligations; Activitiesmustreportaccomplishmentscorrectlyinthe  QuarterlyandAnnualPerformanceReportsand/orother documentationasdescribedincurrentyearcontract; Activitiesmustreceiveasuccessfulassessmentofproject  performanceandprogressfromCitystaff.
