SUBJECTicENSUS 2000 UPDATE
SUMMARY: For the past several months, the Community Development Department has beet: worMng
with the U.S. Cettsus Bureau itt preparation for Cettsus 2000. The Census is att intportant community
effort because for each person not couttted by the census apprOximately $100.00 bi annual
federal funding is losL The Community Development Department has prepared this report to update
the City Council on the most recent activities relating to Cettsus 2000.
RECOMMENDATION
That the City Council receive and file this report.
DISCUSSION
The following discussion highlights recent activities related to Census 2000:
Local Update of Census Addresses
On ~ugust 31, 1999, the City received the electronic address listing for the supplemental Local Update of
Census Addresses (LUCA) program. Staff has six weeks, or until October 12, 1999, to review the
information. Because the Census Bureau originally made a large error in compiling Tustin's address list
and could only provide a six-week review period for the supplemental LUCA program, the Census Bureau
has provided the City of Tustin with on-site training t° expedite the address review. Staff has developed a
strategy for the review process, which involves checking every residential address, recent subdivisions
and subdivisions anticipated to be completed by April 1, 2000 (Census Day).
Partnership and Promotion - Complete Count Committee
The Census Bureau has encouraged communities to establish complete count committees and
implement various promotional activities. The County has invited the City of Tustin to participate in their
Complete Count Committee.
The kick-off meeting for the Orange County Complete Count Committee originally planned for May was
rescheduled to July and then September, and has been postponed again. The County has not
determined the actual meeting date.
