HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: RESOLUTION IN SUPPORT OF ORANGE COUNTY WATER DISTRICT/ORANGE COUNTY SANITATION DISTRICT GROUNDWATER REPLENISHMENT SYSTEM SUMMARY This action is adoption of a resolution in support of the Orange County Water District/Orange Count>' Sanitation District Groundwater Replenishment System. RECOMMENDATION It is recommended that the Tustin City Council adopt Resolution No. 99-89 in support of the Groundwater Replenishment System, a joint effort of the Orange County Water District and Orange County Sanitation District. FISCAL IMPACT None. BACKGROUND The City of Tustin currently produces 90 percent of its water supply from the Orange County Groundwater Basin. This supply is available because Orange County.Water District (OCWD) captures natural runoff from the Santa Ana River watershed and purchases additional imported water for artificial recharge to the basin. In the next 20 years the areas pumping from the groundwater basin will experience a substantial population increase that will result in increased water demands.. The availability of additional imported water for replenishment is in doubt due to environmental lirnitatiof~s and increased competition for the resource. OC\VD and the Orange Count)' Sanitation District (~)CSD) have been searching for a solution to predicted water shortages and have proposed the Groundwater Replenishment System. The Groundwater Replenishment System v~'ould take highly treated wastewater from OCSD. purify' it to near distilled water quality.., and rechar,,e= it into the Oran,,e= Count>' Groundwater Basin. Cit.',' staff believes the Groundwater Replenishment System is a cost-effective, environmentally friendly approach to providing an additional source of water suppl.',' for the basin, and recommends adoption of Resolution No. 99-89. X/~eh' Water Services Manauer TI)S:GRV:ccg:(mundxvalcr P, cplcnishmcnl system.doc Altachmcnl i0 ]© '.'3 1' ]5 !7 t$ 27 RESOLUTION NO. 99-89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA OF SUPPORT GROUNDWATER REPLENISHMENT SYSTEM A JOINT EFFORT OF THE ORANGE COUNTY WATER DISTRICT AND THE ORANGE COUNTY SANITATION DISTRICT WHEREAS, within the next 20 years, Orange County will have a water shortage of 150.000 acre-feet, the amount of water needed for 300.000 families; and WHEREAS, the northern portion of the county obtains 75 percent of its drinking water from the county's vast groundwater basin, and the other 25 percent from imported sources, such as the Colorado River and northern California; and WHEREAS, current and future water policy threaten to limit the availability of future imported v,'ater; and WHEREAS, the Orange County Water District (OCWD) and the Orange County Sanitation District (OCSD) have found a cost-effective solution to predicted future water shortages and are sponsoring a proposed supplemental water purification project, known as the Groundwater Replenishment System. that could each year provide up to 200.000 north- central Orange County families with a new source of safe. reliable, high quality water: and WHEREAS, Groundwater Replenishment System would take higMy treated wastewater from the Oranoe County Sanitation District that is currently sent to the ocean puri~' it to near distilled water quality through 100 percent reverse osmosis, microfiltration and ultraviolet disinfection technologies, and then use it for a seawater intrusion barrier and to percolate it through the ground into the Orange County groundwater basin: and WHEREAS, Groundwater Replenishment System water would be Sf such high- quality that it will improve the quality of the County's overall drinking water supply by reducing the salinity of aquifers: and WHEREAS, to produce water from the Groundwater Replenishment System. it will take one-half of energy currently required to bring imported water to Orange County. making it much more environmentally friendly and energ)' efficient: and V(HEREAS, Groundwater Replenishment System water can be used for multiple purposes including household, landscaping, industrial and for prevention of sea water intrusion: and WHEREAS, Groundwater Replenishment System water will be available r C_~u ess of rainfall levels or drou,,h! conditions: and V(HEREAS, the Oran,,e Counw Water District and Oran,,e County Sanitation District are recognized as innovative leaders in water reuse: i7 1S i9 29 25 27 NOW, THEREFORE, BE IT RESOLVED that the City of Tustin does hereby support the Groundwater Replenishment System and the efforts of the Orange County Water District and Orange County Sanitation District to identify and develop alternative sources for safe, reliable water supplies for Orange County; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 18th day of October 1999.
