HUSTON, CITY MANAGER REDEVELOPMENT STAFF ADOPTION OF RESOLUTION NO 99-96 APPROVING USE OF THE TUSTIN FAMILY AND YOUTH CENTER PROPERTY FOR PURPOSES OF THE SOUTH CENTRAL REDEVELOPMENT PLAN AND ACCEPTANCE OF THE ASSIGNMENT OF LEASES IN CONNECTION THERETO SUMMARY: The City Council is requested to adopt Resolution No. 99-96 approving use of the Tustin Family and Youth Center property for the purposes of the South Central Redevelopment Plan and acceptance of the assignment of two leases for the property located at 14722 Newport Avenue to the City of Tustin. RECOMMENDATION Approve the attached Resolution No. 99-96 approving use of the Tustin Family and Youth Center property and acceptance of the assignment of two leases for the property from the Redevelopment Agency to the City of Tustin. FISCAL IMPACT None at this time. BACKGROUND See attached Community Redevelopment Agency report on the Quit Claim Deed conveyance and assignment of leases for the Tustin Family and Youth Center. The City Council has previously authorized the City Manager to accept deeds for property on behalf of the City. It is requested at this time that the City Council approve use of the Tustin Family and Youth Center property for the purposes of the South Central Redevelopment Plan and accept the assignrnent of two leases to the City of Tustin. The City Council of the City of Tustin does hereby resolve as follows: I. The City Council finds and determines as follows: That on November 20, 1995, the City Council of the City of Tustin ("City Council") adopted Resolution No. 95-122 making a finding of benefit in accordance with Section 33445 of California Redevelopment Law to permit South Central tax increment funds to be used outside of the Project Area for the purpose of acquisition and rehabilitation of the property located at 14722 Newport Avenue for development of a youth center, which found that the acquisition and rehabilitation activities for the development of a youth center will be of direct benefit to the South Central Redevelopment Project Area and that no other reasonable means of financing the project was available in the Community; . That on November 20, 1995, the Redevelopment Agency of the City of Tustin adopted Resolution No. RDA 95-8 making a finding of benefit as described above and approved the Purchase and Sale Agreement for the property between the Redevelopment Agency and the Bankruptcy Estate of Physician's Office Services, Inc.; 3. City staff currently operates and maintains the Tustin Family and Youth Center. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DOES HEREBY FIND, ~DETERMINE, AND RESOLVE AS FOLLOWS: ' SECTION 1. The City Manager is already authorized to accept deeds for real property on behalf of the City. The Tustin Family and Youth Center property shall be used by the City for the purposes of the South Central Redevelopment Plan. SECTION 2. The assignment to the City of Tustin of two leases at the Tustin Family and Youth Center is hereby authorized. Passed, approved, and adopted this 1st day of November, 1999.
