BACKGROUND
On November 20, 1995 the City Council adopted Resolution No. 95-122 and the Tustin Community
Redevelopment Agency ("Agency") adopted Resolution No. RDA 95-8 making a finding of benefit
in accordance with Section 33445 of California Redevelopment Law to permit South Central tax
increment funds to be used outside of the Project Area for the purpose of acquisition and
rehabilitation of the property located at 14722 Newport Avenue for development of a youth center.
The resolutions made the finding that the acquisition and rehabilitation activities for the
development of a youth center would be of direct benefit to the South Central Redevelopment
Project Area and that no other reasonable means of financing the project was available.
On the above date, the Agency approved the Purchase and Sale Agreement for the property.
Agency closed escrow on the property on June 18, 1996.

On February 3, 1997, the City Council approved lease agreements with two non-profit service
providers, Orange Children and Parents Together, Inc.(OCPT) and Children's Bureau of Southern
California (CBSC) for portions of the property and the rehabilitation activities for the Tustin Family
and Youth Center were completed on October 15, 1997. The two leases remain in force at this time.
It is requested at this time that the Agency authorize a Quit Claim Deed conveyance of the property
and assignment of the two leases to the City of Tustin. The Redevelopment Agency may assign any
or all of its interest under the leases at anytime. The conveyance of the property and assignment
leases to the City of Tustin will not affect the provisions of the leases or the use of the property.
The transfer of property by a redevelopment agency is permitted under Section 33430 of California
Redevelopment Law. The transfer will provide greater management flexibility to serve the purpose
of the South Central Redevelopment Plan, while simplifying the management and operation of the
facility.
