HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS - ANNUAL MAJOR MAINTENANCE PROJECT, FY 1999-2000 (CIP NO. 7001) SUMMARY This project will repair and resurface or slurry seal various streets throughout the City as part of the City's on-going Maintenance of Effort (MOE) requirements to maintain eligibility for Measure M funding. This project implements the current phase in the Citywide Pavement Management System (PMS). RECOMMENDATION It is recommended that the City Council adopt Resolution No. 99-97 approving the plans and specifications for the Annual Major Maintenance Project FY 1999-00 and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The FY 1999-00 Capital Improvement Project (CIP) budget provides $600,000 for all of the components in the Annual Major Maintenance Project. Additionally, funds from the FY 1999-00 Annual Street and Alley Repair Program (403-6245) are available for this project. The Major Maintenance Project, and the Street and Alley Repair Program are part of the City's on-going Maintenance of Effort (MOE) requirements to maintain eligibility for Measure M funding. BACKGROUND The FY 1999-00 Major Maintenance Project consists of asphalt concrete repair/overlay, crack routing and sealing, slurry seal, traffic signing, traffic striping and markings, and replacement of traffic loop detectors at various locations throughout the City. This year's project includes various streets in two sectors of the City. One sector lies within the area bounded by Red Hill Avenue and the westerly City limits and between the I- 5 Freeway and Warner Avenue. The other sector lies within the area bounded by Tustin Ranch Road and Red Hill Avenue and between Irvine Boulevard and the I-5 Freeway as shown on the attached location maps. These sectors of the City are in the current phase of the maintenance cycle recommended for implementation by the City's Pavement Management System (PMS). Approval of Plans and Specifications and Authorization to Advertise for Bids - Annual Major Maintenance Program, FY 1999-00 (CIP No. 7001) November 15, 1999 Page 2 Due to pavement failure, E1 Camino Real between Browning Avenue and Red Hill Avenue; San Juan Street between Browning Avenue and Red Hill Avenue; and Marshall Lane between Santa Clara Avenue and Laurie Lane will be repaved as part of this year's project. Damaged curb and gutter will also be replaced On Marshall Lane. Additionally, parking lots at City Hall, Senior Center, Columbus Tustin Park, and Field Services will be slurry sealed. The Engineer's construction contract estimate for the subject project is $516,000.00. Serlet ' Q ' Director of Public Works/City Engineer Nestor Mondok Assistant Civil Engineer Keith Linker Associate Civil Engineer TDS:NM:ccg:COUNClL;99-00 Asphalt Rehab Attachments t !! i2! !$ 15 1.~ 2i 27 RESOLUTION NO. 99-97 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL MAJOR MAINTENANCE PROJECT, FY 1999-00, AND AUTHORIZING ADVERTISEMENT FOR BIDS (CIP NO. 7001) WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for construction of the Annual Major Maintenance Project, FY 1999-00; and WHEREAS, the City Engineer presented plans and specifications for the construction of said work; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be, and are hereby approved, as the plans and specifications for: AnnUal Major Maintenance Project, FY 1999-00, (CIP No. 7001) AND BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the plans and specifications; AND BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I' Existing Facilities.
