HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND' SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE ANNUAL SIDEWALK AND CURB AND GUTTER REPAIR PROJECT, FY 1999-2000 (PROJECT NO. 402-6235) [This project will pro'~ ide for remo'~ al and replacement of sidewalk, curb and ~utter, drive aprons and parkway treesI l at various locations throu~out the City to correct tripping hazards. This project also provides for the addition of I new sidewalk and access ramps at certain locations in the City where there is no existing sidewalk. RECOMMENDATION It is reconunended that the City Council adopt Resolution No. 99-99 approving the plans and specifications for the Annual Sidewalk and Curb and Gutter Repair Project FY 1999-2000 and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The En=zneer s construction contract estimate is $172.000.00 and the City's Public Works DepartmendEngineering DMsion Operating Budget (Account No. 01-402-6235) provides $235,000.00 to cover all of the costs associated with this annual project. This work is pan of the City's on-going Maintenance of Effort requirements for compliance with Measure M. BACKGROUND This project will provide for removal and replacement of concrete sidewalk, curb and gutter and drive aprons to correct tripping hazards at approximately 175 locations throughout the City. Some of the areas slated for sidewalk replacement have been replaced at least once during the last 5 years. Areas where sidewalk replacement has been necessary every few years is attributed to roots of adjacent parkway trees uplifting the sidewalk. With the aid of a consultant Arborist, the Engineering Division has conducted a survey and analysis of 58 locations where tree roots are causing sidewalk damage. The analysis entitled "Tree Removal and Replacement Recommendations" concludes that 31 existing street trees are no longer appropriate for the width of the parkw,'ay or tree well they lie within. These trees will continue to cause damage in the future to the adjacent sidewalk and/or curb and gutter, resulting in recurring sidewalk replacement costs, and are to be removed with the F.Y. 1999-2000 project. Curb and Gutter Repair Project, FY 1999-2000 (Project No. 402-6235) November 15, 1999 ' Page 2 To maintain aesthetic quality of landscaping and streetscapes, tree removals will be phased over a period of years on streets that have multiple problem trees. Except in areas where there is a distinct obstacle nearby (such as a catch basin, street light, fire hydrant, etc.), problem trees will be replaced either in kind or with a species more suitable to the parkway area available. The City's Tree Maintenance contractor will perform the tree removals and replacements as managed by the Field Services DMsion. The cost for tree removals and replacements will be funded by the Annual Sidewalk and Curb & Gutter Repair Project. City staff has met with a representative from the Audit Committee and discussed the tree removal and replacement process. California to contract for the Annual Sidewalk and Curb and Gutter Repair Project; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be: and are hereby approved as the plans and specifications for: The Annual Sidewalk and Curb and Gutter Repair Project FY 1999-2000 (Project No. 402-6235) BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by lax',- for the receipt of sealed bids for proposals for the performance of the work specified in the plans and specifications: BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act: Class I: Existing Facilities PASSED AND ADOPTED at a regular meeting of the City Council .of the City of Tustin held on the 15'h day of November 1999.
