The Council appropriate $137,910.32 from the unappropriated Reserve Fund balance for
Access System upgrade.

The Council authorize the Chief of Police to execute a contract with LJ & Associates, 180
El Camino Real, Tustin, California, for installation of a Y2K compliant security system
upon contract approval by the City Attorney.
FISCAL IMPACT:
$137,910.32 Capital Improvement Funds.
BACKGROUND:
In early 1999, it was determined that our Access Control System was probably not Y2K
compliant. The Schlage-Westinghouse System, which is currently installed, is not
manufactured at the present time. The only company performing repair service on the system
was Pinkerton Systems International. Our first contact was with Pinkerton Systems
International to ascertain feasibilty and cost for upgrading the system to Y2K compliance.
Due to lack of consistent response from Pinker'ton, additional vendors were identified and
quotes were selected for a complete overhaul of the system. The three companies who were
solicited and responded were as follows;

We proceeded with negotiations with LJ & Associates in that they were the lowest bidder. The
initial quote of $67,320.86 was for replacement, part for part, of the existing system. Several
additional areas of concern were also identified including better functioning panic alarms for
the Finance Department, Public Counter, the City Manager's Office, Personnel Department,
and the City Council Chambers..All are areas with high public contact and the potential for
emergencies to arise.
There is a need for an alarm activation to be received on the individual dispatch consoles.
Presently, the Communications Officer has to move to a separate corner of the
Communications Office to identify the alarm. Receiving the alarm on their dispatch console
would greatly enhance the alarm identification and dispatch process. Secondarily, a need was
identified to have the ability to observe the nature of the emergency when an internal alarm
was activated. For this reason, additional cameras were necessary to coincide with the
additional City Hall alarm points and integration of the television cameras in the Council
Chambers to the alarm matrix.
Traffic patterns which have been established within the building have identified the need for
additional access points not considered on the original design. These have also been
incorporated.
This final quote is included as Attachment 4.
LJ & Associates believes the installation can be accomplished prior to 01-01-2000 without
unforeseen delays. LJ & Associates has been in business for approximately nineteen years, is
a local company and has been very responsive through this process.
Should there be unforeseen delays, mitigation factors have been designed ready for
implementation to insure that our existing system can take us through the short period of time
necessary to complete the installation.

After careful consideration of the current equipment you have in your facility, and
for your concerns for areas that are not currently covered, we have assembled a Card
Access/Alarm system solution to meet your unique requirements. I have broken the
separate parts of the system into three sections, the Card Access system, the Alarm
system, and the Video system. Although the Radionics Card access, and the Radionics.
Alarm systems are different comtxments they are specffi~ designed to work together in
this scenario. One of the features that makes Radionics equipment particularly desirable is
its flexibility to be programmed however the situation requires. This allows us to change
your system's operating parameters as your requirements change. Thank you again for

The perimeter entrances and exits of the building that are monitored by the Access
system will interface directly to the alarm system for door open or alarm annunciation.
Additionaldoors will be connected directly to the 7212 alarm control panel All will alert
the dispatcher when an improper evem has occurred. The Alarm system will be primarily
in place to protect the Evidence storage area and the perimeter of the building. The costs
for the Card Access system is as follows:

The Alarm system will be in place primarily for the Evidence storage area
but will receive signals from all of the perimeter doors for the whole building. This
enables the Access system to annunciate any unauthorized opening locally. The
Alarm panel is capable ora wide variety of programming options that allow you to
grow the system to meet your future needs with minimal or no hardware additions.

The Video equipment listed will be installed and integrated with the current
equipment already in place. The Multiplexers will allow the camera signals to be
routed to the different monitor locations already established within the building.
The control of the Pan/tilt/zoom camera will be located in the dispatch office.

Warranty: Full one-year parts and labor warranty on all equipment we install.
Terms: Due on completion, net 10.
Insurance: We carry all required insurance, including auto, general liability, errors and
omissions and workman's comp. Certificates available on request. Additional insured
certificates are generally available at no charge, depending on specific wording. Please
check with Karen Gross in our office, (800-215-6555) regarding all the above. Certificates
that cost us additional fees will be passed along to you for paymem.
We are licensed contractors and comply with all requirements of the Contractor's State
License Board. Information on contractors may be obtained fi.om their office in
Saeramemo. Contact us for addresses and phones numbers (gladly provided). Our
contractor's licenses are for high voltage, limited energy and alarm installations,
monitoring and service.
Sales taxes and permits fees are extra.
Hazardous materials notice: Statewide Security is not respons~le for identifying,
protection or remediation of hazardous material such as asbestos that might be found in
one of your buildings. Should we encounter such materials in our work, we will
immediately stop work, notify our project supervisor with the City of Tustin and allow
him (her) to clean up or contain all such materials. Upon certification fi.om the City that all
hazards are removed, we will complete our contract.

Our basic design and plan calls for running your existing system side by side with
the new Hirsch system as we cut over the card readers to the scramble pads on
a one for one basis. We will use the existing coaxial cable currently installed in
the conduit system to pull the new twisted, shielded Pair required for the Hirsch
scramble pad readers. Our Hirsch equipment will occupy the existing panels in
the existing data room. Our intent is to use the existing electrified door
hardware and power supplies.
Our cost proposals are inclusive of factory support for data base configuration
and implementation for both the standard base package and the network
version.
All costs are inclusive of a 12 month warranty on all parts and labor.

The system
The network version shows a server and five clients. Should there be a
requirement for less locations requiring access to the system, simply delete the
appropriate items on the spread sheet to revise the budget.
The system proposed will support off site facilities via dial up if required. The
Hirsch system also supports multiple card technologies (proximity, wiegand,
magstripe, credit card, etc.) should that. requirement ever arise. The system also
supports an integrated video ID badging system if desired.

These costs are based on the City of Tustin furnishing the CPU / Printer
hardware package as required by the Hirsch specifications (please see attached
document). Dell equipment is fine. Dell is used by Hirsch in their own hardware
packages.
