APPROVAL OF MINUTES- NOVEMBER 15, 1999 RbGULAR MEETING
Recommendation: Approve the City Council Minutes of November 15, 1999.
APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $1,540,948.08 and ratify
Payroll in the amount of $404,418.70.
RESOLUTION NO. 99-102 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, ESTABLISHING COMPENSATION FOR PLANNING
COMMISSIONERS, PARKS AND RECREATION COMMISSIONERS, AND MEMBERS
OF THE AUDIT COMMITTEE
Recommendation: Adopt Resolution No. 99-102 approving increases in
compensation for members of the Planning Commission, Parks and Recreation
Commission and Audit Committee as r~commended by the City Clerk's Office.
2000 LOCAL APPOINTMENTS LIST
Recommendation: Approve the 2000 Local Appointments List fOr the Planning
Commission, Parks and Recreation Commission, and Cultural Resources Advisory
Committee as recommended by the City Clerk's Office.
PLANNING COMMISSION ACTION AGENDA- NOVEMBER 22, 1999
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of November
22, 1999.
CONSULTANT SERVICES AGREEMENT FOR THE DESIGN OF IRVINE
BOULEVARD REHABILITATION BETWEEN THE SR-55 FREEWAY AND PROSPECT
AVENUE (CIP NO. 7160) AND PROSPECT AVENUE RECONSTRUCTION
BETWEEN FIRST STREET AND IRVINE BOULEVARD (CIP NO. 7161)
Recommendation: Approve the Consultant Services Agreement with Harris &
Associates to provide design related services for Irvine Boulevard Rehabilitation
(CIP No. 7160) and Prospect Avenue Reconstruction (CIP No. 7161) for a not-to-
exceed fee of $77,540.00 and authorize execution of the Consultant Services
Agreement by the Mayor and City Clerk, subject to approval by the City Attorney,
as recommended by the Public Works Department/Engineering Division.
AWARD OF'CONTRACT FOR RED HILL AVENUE UNDERGROUND UTILITY
DISTRICT NO. 14 ON-SITE ELECTRICAL SERVICE CONVERSIONS
Recommendation: Award the construction contract for the Red Hill Avenue
Underground Utility District No. 14 On-site Electrical Service Conversions (CIP No.
7156) to National Electrical Contractors, Inc. in the amount of $13,826.00 and
authorize the Mayor and City Clerk to execute the contract documents on behalf of
the City as recommended by the Public Works Department/Engineering Division.

Recommendation: Adopt Resolution No. 99-104 approving the plans and
specifications for the traffic signal upgrade at the intersection, of First Street and
Prospect Avenue, and authorizing the City Clerk to advertise for bids as
recommended by the Public Works Department/Engineering Division.
RESOLUTION NO. 99-103 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE RECONSTRUCTION OF
PASADENA AVENUE FROM MAIN STREET CUL-DE-SAC TO THE FIRST STREET
CUL,DE-SAC (CIP NO. 7157) AND SECOND STREET FROM PASADENA AVENUE TO
MYRTLE AVENUE (CIP NO. 7158)
Recommendation: Adopt Resolution No. 99-103 approving the plans and
specifications for the reconstruction of Pasadena Avenue from Main Street cul-de-
sac to the First Street cul-de-sac (ClP No. 7157) and Second Street from Pasadena
Avenue to Myrtle Avenue (CIP No. 7158) and authorizing and directing the City
Clerk to advertise for bids as recommended by the Public Works Department/
Engineering Division.
PROFESSIONAL SERVICES AGREEMENT FOR DESIGN OF PASADENA AVENUE
WELL (PROJECT NO. 6130)
Recommendation: Authorize the Mayor and City Clerk, subject to final City
Attorney approval, to execute subject Professional Services Agreement with AKM
Consulting Engineers for engineering services for the design of the Pasadena
Avenue Well as recommended by the Public Works Department/Water'Division.
1998-99 ANNUAL REPORT
Recommendation: (1) Receive and file the Annual Report for 1998-99, and (2)
Direct a copy of this report be filed with the State Controller as recommended by
the Redevelopment Agency staff.

Recommendation: Approve the following action subject to an appropriation of
$210,000.00 from the Parks and Recreation Services Parks Development Fund to
Capital Improvement Project No. 2039: Award a contract for the construction of
Peppertree Park and Magnolia Tree Park Renovation (Project No. 2039) to Big Ben
Construction Company of Newport Beach in the amount not-to-exceed
$599,700.00 as recommended by the Parks and Recreation Department.

CONNECTION CONTROL PROGRAM
Recommendation: Authorize the Mayor and City Clerk, subject to final City

Consultant Services Agreement with Irvine Ranch Water District for administration
of the Water Division's. Cross-Connection Control Program along with providing
electrical and mechanical maintenance services on an "on-call" basis as
recommended by the Public Works Department/Water Services Division.

18. ORANGE COUNTY FIRE AUTHORITY- AMENDMENTS TO THE JOINT POWERS
AGREEMENT
Upon formation of the Orange County Fire Authority (OCFA) in 1995, the members
agreed that there would be a three-year period during which no charges could be
made to the basis for setting the cost of services. An Equity Study was prepared in
order to address the issue of whether members of OCFA are paying a fair share of
the cost of providing regional fire services. The Tustin City Council considered the
study at its April 5, 1999 meeting and directed staff to submit comments to OCFA.
The City Council also directed staff to prepare an analysis of service levels/costs
for options to whatever final action was taken by the OCFA Board of Directors on
the Equity Study. The OCFA Board created a committee to provide final
recommendations concerning the Equity Study. After several months of
negotiations, the Board approved policy guidelines concerning equity issues, and
in September 1999, approved amendments to the Joint Powers Agreement (JPA).
The amendments to the JPA would enable the City of Tustin to enter into a ten-
year 'contract with fixed caps on yearly increases. Approval of the amended JPA
does not commit the City to a ten-year contract. The amended JPA provides that
the City has until July 1, 2000 to consent to a ten-year fire services contract .or
withdraw from OCFA effective July 1, 2001.
Recommendation by the City Manager:
1. Approve the amended Orange County Fire Authority Joint Powers Agreement.

Direct staff to enter into negotiations with the OCFA on a ten-year fire services
agreement based on the terms of the amended Joint Powers Agreement,
including fire services performance standards.

Staff is recommending that the City Council approve the specifications for solid
waste services and direct the City Clerk to advertise for bids. The proposed

APPROVAL OF SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR
BIDS FOR SOLID WASTE MANAGEMENT SERVICES
Recommendation: Pleasure of the City Council.
Government Code Section 36516 establishes base salaries for City
Councilmembers in accordance with population. Tustin Councilmembers currently
receive $500.00 per month, which is the applicable base salary for
Councilmembers in cities over 50,000 in population, up to and including 75,000 in
population.
ORDINANCE PROVIDING FOR AN ADJUSTMENT IN CITY COUNCIL SALARIES
TO BE EFFECTIVE IN NOVEMBER 2000
specifications will require the hauler to a) proviae a fully automated, three-cart
residential recycling program, b) offer enhanced recycling programs to commercial
customers and, c) achieve sufficient solid waste diversion to comply with the
State's 50% landfill diversion requirement.

specifications for Solid Waste Management Services and directing the City Clerk to
advertise for bids as recommended by the Public Works Department/Engineering

CLOSED SESSION - The City Council shall convene in closed session to confer with

ADJOURNMENT- The December 20, 1999, City Council meeting has been cancelled.
The next regular meeting of the City Council is scheduled for Monday, January 3, 2000,
at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
