HUSTON, CITY MANAGER POLICE DEPARTMENT CITIZEN'S OPTION FOR PUBLIC SAFETY (COPS) PROGRAM SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND (SLESF) SUMMARY: RECOMMENDATIONS: l. That Council hold a public hearing regarding the use of COPS (SLESF) funds. 2. That Council approves the Police Department's recommendation to use the funds for continued operation of the gang unit. FISCAL IMPACT: $148,335.91 in revenue BACKGROUND: In 1996 AB 3229 sponsored by Brulten was enacted as part of the State budget package. The Bill established the Citizen's Option for Public Safety (COPS) and is codified in Government Code section 30061. This section regulates how the funds are to be expended and specifies certain administrative procedures. A supplemental Law Enforcement Services Fund must be established and a public hearing must be held regarding the expenditures. Allocated funds must be used for front-line law enforcement services including anti-gang and community crime prevention programs. Furthermore, the funds must supplement not supplant existing funding. In 1996 a Supplemental Law Enforcement Services Fund was established. A public hearing was requested and performed and the Police Department recommended that the funds be used for a Gang Enforcement Unit. That recommendation was approved. S~ce the initial allocation, subsequent funds have been used to fund the Police Departmefi~s) Gang Unit. The Supplemental Law Enforcement Services Fund allocation for fiscal year 1999/2000 is $148,335.91. The Police Department proposes these funds be utilized to continue an on-going community crime prevention program focusing on anti-gang activities. This would include the Police Department's Gang Unit that currently consists of one Sergem~t and four Officers. As before these requests must be considered separately and apart from allocations from the City General Fund, i.% City budget process.
