APPROVAL OF PLANS AND SPECIFICATIONS AND 'AUTHORIZATION TO
ADVERTISE FOR BIDS - TRAFFIC SIGNAL UPGRADE AT FIRST STREET AND
PROSPECT AVENUE (CIP NO. 4058)
SUMMARY
This project will upgrade the existing traffic signal at First Street and Prospect Avenue by
installing fully protected left-turn phasing in both, the Prospect Avenue direction and the First
Street direction. This upgrade will alleviate left-turn related accidents at this location.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 99-104 approving the plans and
specifications for the traffic signal upgrade at the intersection of First Street and Prospect
Avenue, and authorizing the City Clerk to advertise for bids.
FISCAL IMPACT
The Engineer's estimate for this project is $91,100.00 and will be funded through the City's FY
1999/2000 Capital Improvement Program (CIP) budget.
BACKGROUND AND DISCUSSION
The traffic signal at the noted intersection currently operates as a two phase signal serving all
through and turning traffic in the east-west direction as one phase, and all through and turning
traffic in the north-south direction as the second phase. Left-turn pockets are provided in all
directions as storage areas for left turning traffic, however, the left-turn movements are permitted
during the through traffic phases. In addition, the intersection is offset in the north-south
Prospect Avenue direction causing a misalignment for vehicles travelling through and turning left
at this location.
Due to an increase in congestion and accidents, a review of the traffic conditions at the First
Street/Prospect Avenue intersection was conducted to evaluate operating conditions. An
accident analysis for the last three years determined there were left-turn type accidents at the
intersection that could be eliminated with the installation of fully protected left-turn phasing.
Recent traffic counts at the intersection indicates there is a heavy southbound left-turn movement
in the a.m., noon, and p.m. peak hours. During the noon and p.m. peak hours southbound left-
turning traffic backs out of the pocket and impedes the southbound through traffic. To alleviate
the backup and better serve the left-turn demands, the north-south phasing will be split to provide
more efficient timing for the turning traffic.

Based upon the evaluation, the traffic signal has been designed to provide fully protected left-turn
phasing in all directions. The project will include rewiring the traffic signal system, upgrading the
signal equipment and installing protected left-turn phasing. The work will include all labor,
materials, tools, equipment, appurtenances, and incidentals for the subject project as detailed on
the plans and specifications for this project.

RESOLUTION NO. 99-104
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
TRAFFIC SIGNAL UPGRADE AT FIRST STREET AND PROSPECT
AVENUE (ClP No. 4058)
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of traffic signal upgrades at First Street and Prospect
Avenue; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said works; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the plans and
specifications for;
Traffic Signal Upgrade at First Street and Prospect Avenue (CIP No 4058)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise, as reqUired by law, for the receipt of sealed bids or proposals for
the performance of the work specified in the plans and specifications; and
BE IT FURTHER RESOLVED that this project is categorically exempt from the
requirements of the California Environmental Quality Act: Class I: Existing Facilities.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6th of December 1999.
