HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE RECONSTRUCTION OF PASADENA AVENUE FROM THE MAIN STREET CUL-DE-SAC TO THE FIRST STREET CUL-DE-SAC (ClP No. 7157) AND SECOND STREET FROM PASADENA AVENUE TO MYRTLE AVENUE (CIP No. 7158) SUMMARY This project provides for the total reconstruction of Pasadena Avenue from the Main Street cul-de-sac to the First Street cul-de-sac and Second Street from Pasadena Avenue to Myrtle Avenue. The plans and specifications are ready for City CounCil approval and the-project is ready to be advertised for bids. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 99-103 approving the plans and specifications for the reconstruction of Pasadena Avenue from the Main Street cul-de-sac to the First Street cul-de-sac (CIP No. 7157) and Second Street from Pasadena Avenue to Myrtle Avenue (CIP No. 7158), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The Engineer's total construction estimate for these two projects is $300,000 and the City's 1999- 2000 FY Capital Improvement Program Budget provides sufficient funding for this construction. This construction will help the City with its on-going Maintenance of Effort requirements for comPliance with Measure M. BACKGROUND This project provides for the reconstruction of existing street pavement, curb, g'utter, sidewalk and driveway approaches, construction of a new storm drain on Pasadena Avenue from the Main Street cul-de-sac to Second Street, replacement of unhealthy street trees and the addition of decorative residential street lighting along both streets. A public workshop was held On August 31, 1999 and informational newsletters were mailed to the local property owners to obtain their input as well as to advise them of the project scope and the tentative project schedule. Serlet Director of Public Works/City Engineer Mark Trestik ~ Assistant Civil Engineer TDS:MT:JO:ccg:Approval Pasadena and Second.doc Attachments: Resolution No. 99-103 Location Maps ,~J'e~otteSo~ - ' Associate Civil Engineer $ $ i2 ~3 15 iS oO 2'., 2~ 2~ 27 RESOLUTION NO. 99-103 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE RECONSTRUCTION OF PASADENA AVENUE FROM THE MAIN STREET CUL-DE-SAC TO THE FIRST STREET CUL,DE-SAC (ClP NO. 7157) AND SECOND STREET FROM PASADENA AVENUE TO MYRTLE AVENUE (ClP No. 7158) WHEREAS, it is the intention of the City Council of the City of Tustin California to contract for the reconstruction of Pasadena Avenue from the Main Street cul-de-sac to the First Street cul-de-sac (CIP No. 7157) and Second Street from Pasadena Avenue to Myrtle Avenue (CIP No. 7158); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and hereby are approved as the plans and specifications for: Reconstruction of Pasadena Avenue from the Main Street cul-de-sac to the First Street cul-de-sac (CIP No. 7157) and Second Street from Pasadena Avenue to Myrtle Avenue (CIP No. 7158); BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise, as required by law, for the receipt of sealed bids for the performance of the work specified in the plans and specifications; BE IT FURTHER RESOLVED that this project is categorically exempt from the California Environmental Quality Act requirements per Categories Class 1 (c), Section 15301. · PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 6th day of December 1999.
