HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT CENSUS 2000 UPDATE SU3IMARY: For the past several months, the Community Development Department has been working with the U.S. Cettsus Bureau bt preparation for Cettsus 2000. The Census is an important community effort because for each person not counted by the census approxima, tely $100.00 bt attnual federal funding is lost. The Comntunity Development Department has prepared this report to update the City Council on the most recent activities relating to Census 2000. RECOMMENDATION That the City Council receive and file this report. DISCUSSION The following discussion highlights recent activities related to Census 2000. Local Update of Census Addresses On October 12, 1999, staff completed its review of the electronic address listing for the Supplemental Local Update of Census Addresses (LUCA) program and transmitted the annotated listing to the Census Bureau. After reviewing our changes, the Census Bureau will conduct field visits to verify the changed and added addresses and then provide a final address list for our review. Partnership and Promotion - Complete Count Committee The Census Bureau has encouraged communities to establish complete count committees and implement various promotional activities. The County has invited the City of Tustin to participate in their Complete Count Committee. The kick-off meeting for the Orange County Complete Count Committee took place on October 25, 1999. Several working groups of the Complete Count Committee will convene during the week of December 6, 1999 to identify specific activities that the working groups may undertake to improve the accuracy of Census 2000 and to educate the community about the importance of the Census. The Government Working Group is scheduled to meet at the County Hall of Administration on Tuesday, December 7, 1999 at 9:00 a.m. City Council Rep6rt Census 2000 Update December 6, 1999 Page 2 LUCA Special Place Program The Census Bureau offers a review opportunity, the LUCA Special Place program, to update the Census 2000 special place address list. Special places for this program include boarding houses, college dormitOries, shelters, nursing homes, hospitals, prisons, hotels and motels, and migrant worker camps. However, military bases and domestic abuse shelters are handled under other Census programs. The Special Place program allows local governments to review the Census Bureau's special place address list, make corrections, and add missing special places. Staff will be working on this program in January, 2000. Partnership and Recruiting The Census Bureau estimates that more than 285,000 census takers and support personnel will be hired for Census 2000. Approximately 2.8 million candidates will be recruited for these positions to ensure that an adequate number of qualified Census workers can be hired. To assist with this on-going effort, staff will be providing local Census Bureau recruiting managers with information on potential testing sites in the City of Tustin for those who would like to take the Census 2000 Field Examination. Testing will take place from January to April, 2000.
