RECOMMENDATION: It is recommended that the City Council take the following action subject to an appropriation of $210,000 from the Parks and Recreation Services Parks Development Fund to Capital Improvement Project No. 2039. . Award a contract for the construction of Peppertree Park and Magnolia Tree Park Renovation (Project No. 2039) to Big Ben Construction Company of Newport Beach, in the amount not to exceed, $599,700. FISCAL IMPACT: The project requires a total of $755,000 to complete as bid. The original appropriation for the project was $545,000, which was allocated as follows: Capital Improvement Fund-General Fund Grant- County of Orange Urban Park & Recreation Program Park Development Fund Redevelopment Agency -Town Center Area $195,000 $100,000 $ 10,000 $240,000 BACKGROUND AND DISCUSSION: On November 17, 1999, bids were opened for the Peppertree Park & Magnolia Tree Park Renovation Project. This project includes the renovation and replacement of the restrooms at Peppertree Park and Magnolia Tree Park. Additional amenities included in this project are as follows: Peppertree & Magnolia Tre~ Project No. 2039 Page 2 Renovation Peppertree Park Construction of the band shell picnic area Refurbishment of the existing picnic shelter Replacement of tot lot equipment Improvements to the Tustin Area Senior Center lounge and patio area Magnolia Tree Park New tot lot equipment Tennis court resurfacing Sealed bids for the combined projects were opened, and nine construction companies submitted responsible bids. Construction Systems Newman-Midland Bm. $599,700.00 $676,382.88 $692,719.00 $711,372.03 $728,946.38 $788,679.19 $825,443.00 $855,408.00 $880,105.00 The Project Manager has determined that Big Ben Construction Co. holds a valid Contractor's License, has checked references and reviewed the bid. The City Attorney will complete a review of the required bonds and insurance certificates. Construction of the project should begin in early January 2000. Completion of the project is estimated to be May 15, 2000. Following the bid opening, it was determined that the original appropriation of $545,000 was inadequate to complete the project. The original appropriation was determined in June 1998. Since that time, the scope of work has significantly changed to include additional amenities such as the band shell picnic shelter, improved tot lot equipment, additional renovations to the Senior Center, and significant additional requirements for ADA compliance. The expenses to date total $64,195.00, which included Architectural, Engineering and preparation of Construction Documents. These upgrades to substandard public infrastructure systems and public facilities and the provision for the installation and constmction of new public improvements help meet the requirements of delivering adequate park and recreation, facilities to the community of Tustin.
