HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION CITY OF TUSTIN APPLICATIONS FOR THE 1999-2000/2003-2004 FEDERAL TEA-21 REGIONAL SURFACE TRANSPORTATION PROGRAM (RSTP) SUMMARY City Council adoption of the attached resolution w/Il approve the City's applications for the Federal TEA- 21 Regional Surface Transportation Program (RSTP). Orange County Transportation Authority (OCTA) is administering the application and requires Council approval as part of the process. RECOMMENDATION It is recommended that the City Council, ' adopt Resolution No. 99-78, requesting OCTA to include the City of Tustin's projects in the 1999-2000/2003-2004 RSTP. FISCAL IMPACT Unknown at this time. If all of the subject applications are approved by OCTA, the City's funding obligations for various projects in the Seven-Year Capital Improvement Program will be reduced by over 7 million dollars. BACKGROUNI) On June 1, 1999, OCTA issued a call for project applications for various projects for the TEA - 21 RSTP for Fiscal Years 1999-2000 through 2003-2004. The specific amount available Countywide under each program is as follows: Grade Separations Arterial Improvement Interchange Improvement TOTAL $20,000,000.00 $10,000,000.00 -$30,000,000.00 $10,000,000.00 -$30.000,000.00 $60,000,000.00 Staff has prepared RSTP applications for a number of projects consistent with the City's approved Seven-Year Capital Improvement Program. The applications will be submitted to OCTA by October 1, 1999, to meet the RSTP deadline. Exhibit "A" of Resolution No. 99-78 designates the projects to be submitted by the City for Fiscal Year '1999-2000 through 2003-2004 of the Combined Transportation Funding Program. The RSTP funding eligibility requirements include City Council approval of the applications. Director of Public Works/City Engineer Keith Linker Associate Civil Engineer TDS:KL:ccg;council/RSTP 99 report & Reso. 99-78.doc Attachments: Resolution No. 99-78 Exhibit "A" Attachment "B" 8 i0 !1 i2 i5 i6 17 I$ 19 rio fi! 26 RESOLUTION NO. 99-78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING THE SUBMITTAL OF THE ATTACHED IMPROVEMENT PROJECTS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE REGIONAL SURFACE TRANSPORTATION PROGRAM WHEREAS, the City of Tustin desires to implement the transportation improvements listed in Exhibit "A" attached hereto and incorporated herein; and WHEREAS, the City of Tustin has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive Measure M 'turnback' funds; and WHEREAS, the City's Circulation Element is consistent with the Orange County Master Plan of Arterial Highways; and WHEREAS, the City of Tustin will provide matching funds for the project as required by the Regional Surface Transportation Guidelines; and WHEREAS, the Orange County Transportation Authority intends to allocate funds for transportation improvement projects within the incorporated cities and the County; and WHEREAS, the City of Tustin will not use Regional Surface Transportation Program Funds to supplant Developer fees or other commitments NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Tustin hereby requests the Orange County Transportation Authority allocate funds in the amounts specified in the City's applications or other Lead Agencies' applications to said City or Agency from the Regional Surface Transportation Program. Said funds shall be matched by funds from said City as required and shall be used to aid the City in the improvement of the projects listed in Exhibit "A" attached hereto and incorporated herein. PASSED AND ADOPTED at a reeular meeting of the City Council of the City of Tustin held on the 20th day of September 19~9.
