RECOMMENDATION:

FISCAL IMPACT:
The Tustin High School Associated Student Body is requesting Council to allocate $2000 to cover
the cost of candy and decorations for the "Tiller Trick or Treat" event.
BACKGROUND:
The "Tiller Trick or Treat" event o~ers a safe Halloween experience to children attending
Thorman, Estock, Veeh, Nelson, Lambert, Beswick, and Benson Elementary Schools. Attendance
at the 1996, 1997, and 1998 events totaled over 1000 children each day. The City Council in the
past has granted an allocation of $2000 in 1996, $2000 in 1997, and $2500 in 1998.
Tustin High School students are responsible for implementing the evening's program, which leads
children on a trick or treat journey through many of the classrooms at Tustin High. In the
Halloween theme, each classroom is creatively decorated and all children entering receive a special
treat (i.e. candy).
Tim O'Donoghue, Tustin High School Vice Principal, will be in attendance at the September 20,
1999 City Council meeting to answer any questions. A letter from Tustin High School specifying
their request is attached.

Dear Mr. Loughrey:
Tustin High School is again hosting our annual Trick or Treat program to help provide a safe
environment for elementary school students. The schools we targeted in the past were Thorman,
Estock, Veeh, Nelson, Lambert, and Beswick. Because the program has been so successful, we
would like to expand it to include Benson Elementary School.
We hope the City of Tustin will again generously donate $2,000 to help cover the cost of candy
and decorations. We request that you put this item on the agenda of the next city council
meeting.
