SYSTEM INSTALLATIONS — PHASE 1 CIP 40079 AND THE TRAFFIC SIGNAL
CONTROLLER EQUIPMENT UPGRADES /REPLACEMENTS — PHASE 1 CIP

SUMMARY
Construction of the Traffic Signal Battery Backup System Installations — Phase 1 CIP 40079 and
the Traffic Signal Controller Equipment Upgrades/Replacements — Phase 1 CIP 40080 have been
completed to the satisfaction of the City Engineer and the projects are now ready for City Council
acceptance.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 13-20 accepting the construction of the Traffic Signal Battery Backup
System Installations — Phase 1 CIP 40079 and the Traffic Signal Controller Equipment
Upgrades/Replacements — Phase 1 CIP 40080; and
2. Authorize the City Engineer to execute and file the Notice of Completion with the County
Recorder's Office.
FISCAL IMPACT
The final construction cost for the Traffic Signal Battery Backup System Installations — Phase 1 CIP
40079 is $165,788 and the Traffic Signal Controller Equipment Upgrades /Replacements — Phase 1
CIP 40080 is $175,419 for a total of $341,207 funded with Measure M2 Fair Share Funds. The
total budget for the work was $390,000, comprised of $190,000 and $200,000 for each project,
respectively. The budget savings of $48,793 will be carried over to next year's Capital
Improvement Program for subsequent project phasing. No contract change orders were
associated with these improvements.
DISCUSSION
The installation of Battery Backup Systems (BBS's) at traffic signals is desired in order to maintain
safe, normal vehicular operations when planned or unplanned electrical interruptions occur.
Although BBS's are currently being installed at all new traffic signals, there is a need to install them
at older traffic signals through a retrofit process. This program, provided in the Capital
Improvement Program (CIP), includes four phases spread out over four (4) successive fiscal years,
thereby ensuring that all city-maintained traffic signals have operational battery backup systems.

Phase 1 of CIP 40079 consisted of eleven (11) traffic signals along Irvine Boulevard from Myford
Road to Yorba Street, excluding Tustin Ranch Road and Prospect Avenue which already have
BBS's, in addition to five (5) traffic signals along Tustin Ranch Road from La Colina Drive to
Pioneer Way.
The program also consisted of three phases of upgrades or replacements for existing traffic signal
controller equipment spread over three (3) successive fiscal years due to the aging inventory.
Phase 1 of CIP 40080 consisted of the replacement of the entire controller cabinet assemblies on
Irvine Boulevard at B Street, Fashion Lane, Charloma Drive and Browning Avenue. Also,
upgrades to existing controller and detection equipment were performed on Irvine Boulevard at
Myford Road and Red Hill Avenue; at nine intersections along Tustin Ranch Road from Auto
Center Drive to Portola Parkway, excluding the new signal at Greenway Drive/Adams Drive; and
on Jamboree Road at Patriot Way and Pioneer Road.
Work on CIP 40079 and 40080 were performed together due to the similar nature of the work and
the efficiency of utilizing the same contractor.
Construction of these projects is deemed complete to the satisfaction of the City Engineer and is
now ready for City Council acceptance.

RESOLUTION NO. 13 -20
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE TRAFFIC SIGNAL BATTERY BACKUP
SYSTEM INSTALLATIONS — PHASE 1 CIP 40079 AND THE TRAFFIC
SIGNAL CONTROLLER EQUIPMENT UPGRADES /REPLACEMENTS —
PHASE 1 CIP 40080
WHEREAS, Sully - Miller Contracting Company, having a contract with the City of
Tustin to construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted.
Said public works and improvement is more particularly described as follows:
• Traffic Signal Battery Backup System Installations — Phase 1 CIP 40079
• Traffic Signal Controller Equipment Upgrades /Replacements — Phase 1
CIP 40080
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
