WILSON, DIRECTOR, PARKS & RECREATION SERVICES AWARD OF BID FOR THE CEDAR GROVE PARK PLAYGROUND RENOVATION (CIP NO. 20071) SUMMARY: The bid opening for the Cedar Grove Park Playground Renovation project was held on March 11, 2013. The Cedar Grove Park Playground Renovation was identified by the Community Services Commission as the next project to be completed on their seven - year Capital Improvement Project priority list. RECOMMENDATION: 1. Staff recommends that City Council award the construction contract to Cicero Engineering of Fullerton, California, in the amount of $225,300 subject to the approval of contract requirements by the City Attorney and final execution of the contract. FISCAL IMPACT: Renovation of playground equipment at Cedar Grove Park is included in the 2012 -2013 Capital Improvement Program as a Park Development funded project. The engineer's estimate for this project was of $221,000. Staff is requesting an additional appropriation of $15,000 to fully fund this project, including pre- existing, unforeseen site conditions. Adequate funds are available in the Park Development Fund (131) for this project. The current balance in the Park Development Fund (131) is $3,609,481. BACKGROUND: The scope of work includes the replacement of the fifteen year old playground equipment at Cedar Grove Park (11385 Pioneer Road). The work to be completed consists of the demolition and removal of existing play equipment and surfacing, installation of new playground equipment, surfacing, and entry ramps. The new playground's nature -based design will include areas for both 2 -5 year olds and 5 -12 year olds. These areas will also feature both rubber and engineered wood fiber playground surfacing and entry ramps as required for ADA compliance. In addition, this project will feature the inclusion of outdoor fitness equipment in an adjacent footprint, which will enable residents 14 years and older to exercise while at the park. SUMMARY: Sealed bids were opened on March 11, 2013. The eight (8) bids were as follows: Contractor Bid Cicero Engineering (Fullerton) $ 225,300.00 Creative Nile Builders (Rancho Cucamonga) $ 229,900.00 JMJ Construction (Winchester) $ 240,858.00 Micon Construction (Placentia) $ 245,898.50 Hondo Company, Inc. (Santa Ana) $ 247,230.00 R.E. Schultz Construction Services (Silverado) $ 255,962.36 Gamma Builders, Inc. (Irvine) $ 259,335.00 Visionary Construction and Consulting, Inc. (Escondido) $ 299,604.09 Reference checks of the contractor, review of the bid documents, and a determination that the contractor possesses a valid contractor's license have been completed. The Risk Manager will complete a review of the required bonds and insurance certificates and the City Attorney will review the contract.
