Hutter, Associate Planner Adrianne DiLeva-Johnson, Management Assistant None PUBLIC CONCERNS Approved CONSENT CALENDAR: 1. APPROVAL OF MINUTES – MARCH 12, 2013, PLANNING COMMISSION. RECOMMENDATION: That the Planning Commission approve the minutes of the March 12, 2013, meeting as provided. Motion: It was moved by Altowaiji, seconded by Eckman, to move the Consent Calendar. Motion carried 5-0. PUBLIC HEARINGS: None REGULAR BUSINESS: Received and 2. 2012 ANNUAL MITIGATION MONITORING STATUS forwarded for Council REPORT FOR FEIS/EIR FOR MCAS TUSTIN SPECIFIC approval PLAN. The City Council certified the Program Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the Disposal and Reuse of MCAS Tustin along with its Supplemental and Addendum. The FEIS/EIR evaluated the environmental impacts of the reuse and disposal of MCAS- Tustin, which included the adoption of a Mitigation Monitoring and Reporting Program (MMRP) pursuant to CEQA Guidelines Section 15097. The MMRP is a review of actions performed by the City or other responsible agencies in implementing mitigation measures identified in the FEIS/EIR. The MMRP includes the monitoring and reporting components as follows: 1. The monitoring component ensures that project compliance is checked on a regular basis during and, if necessary, after implementation. 2. The reporting component ensures that the City and/or responsible agencies are informed of compliance with mitigation measures required by the FEIS/EIR. The disposal and reuse of MCAS Tustin is a long-term program where mitigation measures may be applicable at the individual development project level, overall program level, construction level, or operational level. To coordinate implementation and reporting the completion of the MMRP, an annual review of the progress of the program is necessary. This annual review and progress memorandum provides the following: 1. A general description of the project’s status, including actual or projected completion dates, if known. 2. The current status for each mitigation measure. RECOMMENDATION: That the Planning Commission review and authorize staff to forward the Annual Mitigation Monitoring Status Report to the City Council for consideration. Hutter Gave a presentation on the item. Commission questions generally included: the City’s input regarding the new Orange County Regional Park; notifying the Commission on County activities which are pertinent to Tustin; what types of backbone infrastructure are provided for various projects; frequent updates on Agenda – Planning Commission March 26, 2013 – Page 2 of 3 the activities (specifically planning) surrounding the new Orange County Regional Park; the status of the areas identified as school- sites; a comparison of tables included in the report; public input or complaints regarding the mitigation efforts; and mitigation efforts on future development sites. Motion: It was moved by Thompson, seconded by Altowaiji, to receive the report and forward it to the City Council for consideration. Motion carried 5-0. STAFF CONCERNS: The Director reported as follows:  Staff would like to conduct a City Tour before a regular Planning Commission meeting in May. Requested that the Commission check their calendars on available dates. COMMISSION CONCERNS: Altowaiji  Thanked staff for this evening’s report. Moore  Appreciated staff’s work this evening;  Wished everyone a happy spring break. Eckman  Appreciated the comprehensive report;  Thanked staff for providing the updated Old Town Shopping, Dining, and Event Guide to the Commission. Thompson  Attended the OCTA Citizens Advisory Bicycle Ad Hoc Committee;  Attended the South Orange County Economic Coalition where Don Wagner was featured as the speaker;  Gave a reminder about the upcoming Easter Egg Hunt;  Wished everyone a Happy Passover and Happy Easter. Kozak  Also reminded the audience about the upcoming Easter Egg Hunt and Pancake Breakfast;  Thanked staff for the updated Old Town Guide;  Wished the audience a Happy Easter and Happy Passover. 7:25 p.m. ADJOURNMENT: The next regular meeting of the Planning Commission is scheduled for Tuesday, April 9, 2013, at 7:00 p.m. in the City Council Chamber at 300 Centennial Way.
