SUBJECT: AWARD CONTRACT FOR THE FY 2012 -13 ROADWAY REHABILITATION
AND CITYWIDE SIDEWALK REPAIR PROJECT CIP 70001
SUMMARY
Staff is requesting that the City Council award a construction contract to the lowest
responsive /responsible bidder for the Fiscal Year (FY) 2012 -13 Roadway Rehabilitation and
Citywide Sidewalk Repair Project CIP 70001.
RECOMMENDATION
It is recommended that the City Council award a construction contract to the lowest
responsive /responsible bidder, Sequel Contractors, Inc., in the amount of $1,139,028.79, for the
FY 2012 -13 Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP 70001 and
authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
Sufficient funds in the amount of $1,760,000 has been budgeted and appropriated in the Fiscal
Year 2012 -2013 Capital Improvement Program Budget. CIP 70001 is part of the City's on -going
Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2)
funding. Funding is provided through a combination of General Fund and Gas Tax.
DISCUSSION
The Roadway Rehabilitation and Citywide Sidewalk Repair CIP 70001 for Fiscal Year 2012 -13
includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic
striping on various streets within Zone 1 of the City's Pavement Management Program. Zone 1 is
generally bounded by the north city boundary, the SR -55 Freeway to the west, Irvine Boulevard to
the south, and Newport Avenue to the east. The project also includes citywide sidewalk repair
which focuses on removal and replacement of damaged sidewalk to correct tripping hazards at
numerous locations throughout the City based on an annual field survey conducted by the
Engineering Division. The Engineer's Estimate was $1,268,965.
Formal bids were publicly opened on April 9, 2013 and reviewed by Public Works. Six (6) bids
were received and are summarized below by order of least dollar amount:
• Sequel Contractors, Inc $ 1,139,028.79
• Palp, Inc., dba Excel Paving Company $ 1,198,583.75
• R.J. Noble Company $ 1,224,865.12
• All American Asphalt $ 1,234,234.00
• Hardy & Harper, Inc $ 1,252,000.00
• Roy Allan Slurry Seal Inc $ 1,326,562.31

Staff has reviewed the references and the State Contractor's License for Sequel Contractors, Inc.
and has determined that they are appropriate for the subject project.
It is recommended that the City Council award the construction contract to the lowest
responsive /responsible bidder, Sequel Contractors, Inc., for the FY 2012 -13 Roadway
Rehabilitation and Citywide Sidewalk Repair Project CIP 70001 and authorize the Mayor and the
City Clerk to execute the contract documents on behalf of the City.
