HomeMy WebLinkAbout04 Summary of ProjectsITEM # 4 GENDA REPORT MEETING DATE: MAY 14, 2013 TO: PLANNING COMMISSION FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: SUMMARY OF PROJECTS RECOMMENDATION: That the Planning Commission receive and file this item. DISCUSSION: The following is a summary of projects and activities since the Year in Review report which was presented at the January 22, 2013, Planning Commission meeting. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items of interest. • Mixed-use Hotel Project (Southwest corner of Newport Avenue & Edinger Avenue): Last year, the Planning Commission approved a request to develop a mixed use project within the Pacific Center East Specific Plan Area. The project includes: 1) a 149 -room Marriott Residence Inn; 2) 144 -room Fairfield Inn and Suites; 3) an 8,885 square foot restaurant; 4) a 7,295 square foot retail building; and 5) a conditional use permit for a master sign program and joint use parking. Construction of both hotels is well underway, and on April 23, 2013, the Planning Commission approved a restaurant with drive-through service which is proposed to be operated as a Starbucks Coffee Shop at the site. At the same meeting, the Planning Commission approved an amendment to the master sign program to allow an additional freeway -oriented pylon sign at the site. Planning Commission Report Summary of Projects May 14, 2013 Page 2 • Bonefish Grill (3040 EI Camino Real)- A new restaurant which specializes in fresh and unique fish from all over the globe is opening at the Tustin Market Place. This restaurant has many chains throughout the United States-, however, this is their first location to open in California. The restaurant will be constructed at the former Black Angus restaurant site. Construction is currently in progress. • Kaiser Permanente (2521 Michelle Drive)- Kaiser Permanente acquired property in the Irvine Industrial complex. Permits for the conversion of the existing industrial building into medical offices have been issued. Construction has started on the project and walls are being framed on the interior first and second floors. • Kiddie Academy Daycare (14501 Newport Avenue): In December of 2012, the Planning Commission approved a request to demolish an existing building and tennis courts, and construct a new child-care facility. This project is currently under construction. Kiddie Academy Construction Site • Which Wich Superior Sandwiches (2941 EI Camino Real): A new sandwich shop will be opening in the Tustin Market Place. Which Wich Sandwiches is known for their unique menu style and wide variety of customization options to make the perfect sandwich just the way you like it. • Goodwill Industries of Orange County (502 E. First Street): A request was approved to operate a retail store selling new and used merchandise and clothing with an ancillary donation area within an existing tenant space. Tenant improvements are nearing completion, and the business will have a Grand Opening event on May 17th, 2013. • Rycka CrossFit (14332 Chambers): On April 9th, 2013 the Planning Commission approved a request to open a new gym at an existing tenant space. Planning Commission Report Summary of Projects May 14, 2013 Page 3 • CrossFit Tustin (2682 Walnut Avenue): On April 23rd, 2013 the Planning Commission approved a request by the owners of CrossFit Tustin to move from Jamboree Plaza to a larger location to accommodate their growing business. Kaku Casual Bistro (1150 Irvine Blvd.): On August 28, 2012, the Planning Commission approved a request to establish a new restaurant with alcoholic beverage sales. Kaku Casual Bistro will be located adjacent to Cafe Rio in the Tustin Heights Center. Permits have been issued and the site is under construction. Planning Commission Report Summary of Projects May 14, 2013 Page 4 • Old Town Mixed -Use Building (170 EI Camino Real): Construction has been finaled for a new beauty salon on the ground floor of the existing mixed-use building. The beauty salon is now open for business. Salon Avant Garde • Vintage Lady (434 EI Camino Real): Permits have been issued to rebuild the burned retail building. The project will restore the building and will utilize the existing historic facade. • Mixed-use Development (195 EI Camino Real): A new mixed-use proposal consisting of offices, a jewelry shop, and a coffee shop, was approved by the Planning Commission. The architectural/building plans are currently in plan check. Tustin Legacy Updates • Master Developer Footprint: The City Council has approved a Disposition Strategy having the City to assume a limited Master Developer role by marketing Disposition Packages (smaller development sites). RFPs for certain development sites have been released. The following projects have been authorized by the City Council: o The Irvine Company Apartment Development (Legacy Disposition Package 2A): In October of 2012, the City Council approved the development of 533 residential apartment units. The Irvine Company has executed the required Disposition and Development Agreement (DDA), Development Agreement (DA), and Agreement to Conditions. The architectural/building plans are in plan check. St. Anton Partners has executed the required Disposition and Development Agreement (DDA), Development Agreement (DA), and Agreement to Conditions. Approximately 375 homes will be built at Disposition Parcels 1B and 6. The application package was recently submitted and is under review by staff. o The City Council approved an Exclusive Agreement to Negotiate with the Regency for a commercial development at site 1C located at the southeast corner of Kensington and Edinger Avenue. o The South Orange County Community College District (SOCCCD) proposed an amendment to the MCAS Tustin Specific Plan to add private uses to the Educational Village in Neighborhood A. This item was heard before the Planning Commission on April 23, 2013, and is to be considered by the City Council on May 13, 2013. Qo®oa° CITY OFTUSTIN o,w.r Early Development Opportunity Sites • Columbus Square: Construction is now complete at the Columbus Square community. The following are updates related to each development: Mirabella: The development of 60 attached townhomes at the Mirabella site has been completed and the townhomes are fully occupied. Augusta (formerly Astoria): The development of 64 detached single family homes has been completed and the homes are fully occupied. • Fire Station 37 (Relocation): The Tustin Legacy Fire Station construction contract has been awarded to Erickson -Hall Construction Company. The project had its groundbreaking ceremony and began construction in February of 2013. It is anticipated to be completed in February 2014. Rendering of Future OCFA Station # 37 Planning Commission Report Summary of Projects May 14, 2013 Page 7 Zoninq Administrator Actions • Future Academy (1442 Irvine Blvd. #208): In January of 2013, the Zoning Administrator approved a request to establish a tutoring facility within an existing 1,116 square foot tenant space. No tenant improvements were required, and Future Academy is now open for business. • Catalyst Insurance (694 EI Camino Real): In January of 2013 a request to establish and operate an insurance office fronting EI Camino Real located within EI Camino Plaza was approved. The office is now open for business. • Recycling Center (1022-1112 Walnut Avenue & 14510-14520 Newport Avenue): In May of 2012, the Zoning Administrator approved a request to establish and operate a recycling facility (bulk vending machine) in conjunction with the existing R -Ranch Market located in Park Lane Plaza. The center has been recently completed and is now in operation. • Schools First Credit Union (1200 Edinger Avenue): In January of 2013 a Minor Adjustment was approved to increase the maximum height of a block wall on the south east side of the property by 20 percent and to reduce the front/street side setback by 10 percent. Permits for the Minor Adjustment have been issued, and construction is underway. Planning Commission Report Summary of Projects May 14, 2013 Page 8 Code Enforcement Updates • Graffiti: There were 1,634 incidents from January 1, 2013 thru April 29, 2013. • Water Quality: o Industrial NPDES Inspections: There are 47 inspections completed for this fiscal year. o Commercial NPDES Inspections: There 43 inspections which are ongoing, and set to be finished by the end of June 2013. o WQMP's: Approximately 15 of the 94 properties with a Water Quality Management Plan (WQMP) are still under construction. Fourteen (14) WQMP inspections are set to be completed this fiscal year. • Administrative Citations: Eleven (11) citations were issued from January 2013 to the present for various violations such as water quality, unpermitted signage and unsafe housing conditions. Public Works Department Updates (Public Improvements) • Newport Avenue Extension (CIP No. 70131): Dokken Engineering, the City's consultant, is currently addressing Orange County Flood Control District comments on the final design plans, with the objective of obtaining design approvals from the County. With the elimination of Redevelopment Agencies funding, the project will be on hold until alternate sources of funding are found. • Rawlings Reservoir Replacement Project (CIP No. 60136): Phase I Demolition of the Reservoir was completed in September 2011. The Phase 11 Construction project was awarded to Pacific Hydrotech Corporation on March 6, 2012 and construction was started in mid April 2012. The Phase 11 construction is currently ahead of schedule to be completed by summer 2013. tA-- Rawlings Reservoir Planning Commission Report Summary of Projects May 14, 2013 Page 9 • Roadway Rehabilitation & Sidewalk Repair (CIP No. 70001): Design for the FY 2012-2013 Roadway Rehabilitation (Street Maintenance) and Sidewalk Repair project is complete. Bids will be opened April 9, 2013. Construction is scheduled to commence in the middle of May 2013 and is scheduled to be completed in July 2013. The project includes repaving and slurry sealing streets within the northwest region of the City bounded by the north city boundary, the SR -55 Freeway to the west, Irvine Boulevard to the south, and Newport Avenue to the east. Additionally, the project includes removal and replacement of damaged sidewalk at numerous locations throughout the City. • Edinger Avenue Well (CIP No. 60165): The construction of the Edinger Avenue Well CIP 60165 has been advanced to coordinate with the construction of the Residence Inn and the Fairfield Inn by RD Olson Company and to complete the drilling phase (Phase I) of the project before the grand opening and occupancy of the hotels. The Phase I Drilling of the project was awarded to South West Pump & Drilling Inc. The Phase I drilling is tentatively scheduled to complete by end of June 2013. • Tustin Avenue Well (CIP No. 60150): Project design is nearly complete for the drilling of the Tustin Avenue Well at 1822 N. Tustin Avenue. This project has temporarily been put on hold due to the need to complete the Edinger Avenue Well prior to occupancy of the hotels. • Tustin Ranch Road Extension from Walnut Avenue to Warner Avenue Construction Project (CIP Nos. 70100, 70206, 70214, & 70215): Tustin Ranch Road Phase 1 consisting of grading, storm drain, and retaining wall work, is complete. The Phase 2 construction contract covering the remaining roadway improvements on Tustin Ranch Road, Valencia Avenue, Park Avenue, and Legacy Road including the Edinger Avenue/SCRRA/ Santa Ana -Santa Fe Flood control Channel Overpass, utilities installation, sound wall construction, and median landscaping on Tustin Ranch Road is under construction. Completion is scheduled for Fall/Winter 2013. Tustin Ranch Road Overpass Construction Planning Commission Report Summary of Projects May 14, 2013 Page 10 • Traffic Signal Battery Backup Systems (BBS's), Phase I (CIP No. 40079) and Traffic Signal Controller Upgrades/ Replacements, Phase I (CIP No. 40080): The two projects were bid as one, and construction started in August 2012. The BBS project is the first of four phases, after which all City maintained traffic signals will be protected with battery backup systems. The Controller Upgrades / Replacement Project is the first of three phases aimed at providing dependable traffic signal operation. The construction is now complete. • Enderle Center Drive/Vandenberg Lane Intersection Enhancements (CIP No. 40078): Design is underway. Construction is scheduled for Spring/Summer 2013. The project is complete, pending final acceptance from the City of Irvine. • Robinson Drive/Keller Drive (CIP No. 40083) and Browning Avenue/Parkview Way (CIP No. 40084) Pedestrian Enhancements: Design of lighted crosswalks, signage, and sidewalk improvements at each location is complete. The projects are being constructed under a single contract which will be primarily funded with State legislated Safe Routes to School (SR2S) Grant Funds. Construction is underway and scheduled to be completed in June 2013. The project is Formula Grant funds Area A2' CILASS BIC TRAL- W:Fr —_ -- — �; .• PEDESTRIAN WALK 006 4NEWPORTAVENUE4, 41 Bicycle Trail Reconstruction Design • McFadden Avenue Rehabilitation (CIP No. 70213) and Irvine Blvd. Rehabilitation (CIP No. 70218): The project involves localized removal and replacement of severely distressed asphalt paving, grinding of existing asphalt along roadway edges, construction of a new asphalt rubber hot mix overlay, removal and replacement of damaged curb/gutter and sidewalks, and replacement of existing curb ramps to be made ADA compliant. Design is underway on both projects. The projects will be bid together with construction scheduled for Spring/Summer 2013. The projects are partially funded with State -Local Partnership Program (SLPP) Formula Grant funds through the Orange County Transportation Authority (OCTA). Attachments: A. The project is complete. Map Project Description and Status Number The City selected the Irvine Company as the developer for 533 apartments at 9a The Irvine Company Disposition 2A. The project was approved by the City Council on November 6, 2012. Rough grading plan is currently in plan check. Technology Park - Phase 1 of the Neighborhood E includes nine (9) general office, 10a Neighborhood E Phase research and development, flex, and light industrial buildings totaling 604,400 1 square feet within Neighborhood E of the WAS Tustin Specific Plan. Design Review 07-011 for this project site was approved on January 18, 2008. St. Anton Partners, a partner to the Irvine Company, is the developer for 225 11a St. Anton apartments at Disposition 1A North. The project was approved by the City Council on November 6, 2012. 12 Vestar Construction of the 1,006,100 square foot Class -A Retail Development is complete. The project site is located within the Cultural Resource Overlay District and is listed on the City's Historic Resources Survey. The National Register of Historic Places (NRNP) status code (3S) indicates that the structure is eligible for the National Register. On December 15, 2011, the structure was extensively damaged by fire (approximately 80% of the main structure was damaged). The property is improved with an "A" rated store front in the Victorian Italianate style per the City of Tustin Historical Resources Survey (1990) and described as follows: This building is significant architecturally as one of the few board -and -batten, single-wall construction structures still standing in Tustin, as well as its association with prominent Tustin community members. Historically, it was the office of Dr. James Sheldon, the first doctor to practice in Tustin. Over the years, the building has served other uses. Dr. James Patton Boyd used the building as his part time office, then Florence Stone, Postmistress from 1920 to 1924 subsequently used the office and lived in the quarters in the rear of the building. In the 1930s, Mrs. Ernie Crawford operated Crawford's Frock shop. Margaret Pottenger later owned the building for her clothing shop, the Jabberwocky. Ms. Pottenger became a leader in Tustin's business community and was the first woman to be on the Board of Directors of the Tustin Chamber of Commerce. The main building consists of construction from three different historical periods: The original building, built in 1885 consisting of approximately 821 square feet. It was constructed of tongue and groove redwood siding having a steeply pitched shingle roof with a Victorian Italianate "Exaggerated Storefront" fagade. 2. An addition of approximately 250 square feet was added to the rear of the original building in approximately 1914. The addition was constructed of a combination of tongue and groove and batten -board siding attached to the rear of the original structure with steeply pitched single roofline and multiple rear -facing gables. 3. A third addition of approximately 125 square feet in the "lean-to" style was added in the 1940's when the building was used as wartime lodging for defense workers. This addition located to the rear of the 1914 addition is of batten -board construction with an original flat composite asphalt aggregate roof. --- ------- ----- -- 7 ri_ a r 0 Certificate of Appropria 8ss 434 El Camino Real November 7, 2012 The site also contains an existing residential structure (approximately 840 sq. ft.) and an existing storage shed (approximately 500 sq. ft.) which are located to the rear (west) of the main structure. Neither of these structures was damaged in the fire and, therefore, is not included in the proposed restoration and rebuild. The proposed restoration and rebuild include the following: Reconstruct the existing original structure: a. Existing facade to be restored to original condition b. Paint red to match (Hardie Countrylane Red) c. Existing window to be restored and reused on south elevation d. Add new vintage window to north elevation to match existing window on south elevation e. Existing side door to be reused and new ADA hardware installed f. Installation of new handicap ramp for accessibility 2. Hyphen (connecting link between original 1885 building and the historically sensitive rebuild) a. New 1/2inch galvanized corrugated metal siding b. Existing window on south elevation to be restored and reused 3. Rebuild of historically sensitive rear addition a. New siding board and batten painted Hardie Countrylane Red to match b. GAF Timberline shingles: style: Natural Shadow; color: charcoal c. Dormer added to south elevation for natural light The proposed restoration and rebuild involves and is intended to accomplish the following: Preserve the most significant restorable historical portion of the building which is the 1885 frontispiece. Protect, maintain and stabilize the original Victorian Italianate fagade. 2. Raze the fire, insect damaged and rotted portion of the original 1885 structure. Construct the newly designed structural elements, in tune with but not in duplication of, the circa 1885 design of the original building, c. New structural elements designed to replace or respect existing rooflines, materials, textures, scale and mass of the existing building or structure. The new construction is intended to acknowledge the property's specific characteristics. In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City Council, the Community Development Director has the authority to approve, approve with conditions, or deny Certificates of Appropriateness for improvements requiring a City building permit for property located within a Cultural Resource District. The Community Development Department finds and determines as follows: A. The proposed work conforms to the Municipal Code and any applicable design standards in that the proposed project meets zoning code and building code requirements. B. The proposed work does not adversely affect the character of the District or Designated Cultural Resources within the District in that: the proposed restoration and rebuild will be consistent with, protect, maintain and stabilize, the original Victorian Italianate fagade. The original structure, built in 1885 will be reconstructed using original features, including refurbished windows and restored fagade features. Furthermore, the rear rebuild will be constructed to be historically sensitive to the original structure through the use of materials and colors that are specific to the time period. C. The proposed work is harmonious with existing surroundings in that the original 1885 structure will be reconstructed on the exterior to imitate the appearance of the original structure using new materials. The new structural elements of the rear rebuild are designed to replace or respect the existing rooflines, materials, textures, scale and mass of the existing 1885 structure. The proposed work is hereby approved, subject to the following conditions: 1. Prior to the start of any work, the applicant shall obtain a building permit and pay all applicable plan check and permit fees. 2.
