ARMSTRONG AVENUE (CIP NO. 70201) AND A PORTION OF WARNER
AVENUE (CIP NO. 70202) AND PHASE 1 GRADING OF DISPOSITION AREAS
2C & 8 WITHIN NEIGHBORHOOD D IN TUSTIN LEGACY (CIP NO. 70222)
SUMMARY
The plans and specifications for grading and storm drain within Armstrong Avenue (CIP No. 70201)
and a portion of Warner Avenue from Armstrong Avenue to Legacy Road (CIP No. 70202), and
Phase 1 grading of Disposition Areas 2C & 8 within Neighborhood D in Tustin Legacy (CIP No.
70222) have been substantially completed pending final approval by the City Engineer.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 13 -41 approving the plans and specifications for the grading and storm
drain within Armstrong Avenue (CIP No. 70201) and a portion of Warner Avenue from
Armstrong Avenue to Legacy Road (CIP No. 70202), and Phase 1 Grading of Disposition
Areas 2C & 8 within Neighborhood D in Tustin Legacy (CIP No. 70222) and authorize the City
Clerk to advertise to receive bids.
FISCAL IMPACT
Project funding from the Tustin Legacy Backbone Infrastructure Fee Program /Land Sale Proceeds
will be included for the various work elements in next year's Capital Improvement Program for
Armstrong Avenue (CIP No. 70201), Warner Avenue from Armstrong Avenue to Legacy Road (CIP
No. 70202), and Phase 1 Grading /Disposition Areas 2C & 8 within Neighborhood D Tustin Legacy
(CIP No. 70222).
DISCUSSION AND BACKGROUND
Phase 1 grading of Disposition Areas 2C & 8 within Neighborhood D in Tustin Legacy will make
this site more marketable to potential end users, similar in kind to the grading activities performed
for early disposition parcels 2A (St. Anton Partners) and 1C (Regency Center) incorporated within
the Tustin Ranch Roadway Improvements, Phase 1. The grading of early disposition parcel 8 is
divided into two phases due to the existence of a temporary Irvine Ranch Water District (IRWD)
sewer that requires relocation in an alignment within the public right -of -way along Tustin Ranch
Road and Barranca Parkway. This permanent sewer alignment is designed and currently in plan
check with IRWD. Construction of this facility is anticipated to follow in sequence with the final
work of the Tustin Ranch Road Roadway Improvements, Phase 2 and be completed in advance of
the Phase 2 grading of disposition parcel 8.

Since the proposed grading requires imported material from the adjacent area and the removal of
existing drainage swales and detention basins currently on the site, grading of Warner Avenue and
Armstrong Avenue, bordering this site, as well as the installation of the backbone storm drain
system within these roadways, is required.

RESOLUTION NO. 13 -41
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
GRADING AND STORM DRAIN WITHIN ARMSTRONG AVENUE (CIP NO.
70201) AND A PORTION OF WARNER AVENUE (CIP NO. 70202) AND PHASE
1 GRADING OF DISPOSITION AREAS 2C & 8 WITHIN NEIGHBORHOOD D IN
TUSTIN LEGACY (CIP NO. 70222) AND AUTHORIZING ADVERTISEMENT
FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of grading and storm drain within Armstrong Avenue (CIP No.
70201) and a portion of Warner Avenue from Armstrong Avenue to Legacy Road (CIP No.
70202), and Phase 1 grading of Disposition Areas 2C & 8 within Neighborhood D in Tustin
Legacy (CIP No. 70222), and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
That on January 16, 2001, the City of Tustin certified the Program Final Environmental
Impact Statement/Environmental Impact Report (FEIS /EIR) for the reuse and disposal of MICAS
Tustin. On December 6, 2004, the City Council adopted Resolution No. 04-76 approving a
Supplement to the FEIS /EIR for the extension of Tustin Ranch Road between Walnut Avenue and
the future alignment of Valencia North Loop Road. On April 3, 2006, the City Council adopted
Resolution No. 06 -43 approving an Addendum to the FEIS /EIR. On May 13, 2013, the City Council
adopted Resolution No. 13 -32 approving the 2nd Addendum to the FEIS /EIR. The FEIS /EIR along
with its Addendums and Supplement is a program EIR under the California Environmental Quality
Act (CEQA). The FEIS /EIR, Addendum and Supplement considered the potential environmental
impacts associated with development on the former Marine Corps Air Station, Tustin; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
Grading and Storm Drain within Armstrong Avenue (CIP No. 70201) and a
portion of Warner Avenue from Armstrong Avenue to Legacy Road (CIP No.
70202), and Phase 1 Grading of Disposition Areas 2C & 8 within Neighborhood
D in Tustin Legacy (CIP No. 70222)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of
the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 2151 day of May 2013.
