CONSENT CALENDAR: All matters listed under the Consent Calendar are considered routine and will be enacted by one motion. There will be no separate discussion of these items prior to the time of the voting on the motion unless members of the Commission, staff, or public request specific items to be discussed and/or removed from the Consent Calendar for separate action. Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made available for public inspection in the Community Development Department located at 300 Centennial Way, Tustin, California, during normal business hours. APPROVAL OF MINUTES – MAY 14, 2013, PLANNING COMMISSION RECOMMENDATION: That the Planning Commission approve the minutes of the May 14, 2013, meeting as provided. PUBLIC HEARINGS: NONE REGULAR BUSINESS: 2. PROPOSED AMENDMENT OF THE TUSTIN SUBDIVISION ORDINANCE (ARTICLE 9, CHAPTER 3 OF THE TUSTIN CITY CODE) - TRANSMITTAL. Originally established in 1952, the City’s Subdivision Ordinance has been updated on numerous occasions. The last comprehensive revision of the City’s Subdivision Ordinance occurred in 1981, with the last specific update occurring on February 18, 1997. Staff has prepared draft Code Amendment 2013-002 (Ordinance No. 1430) as a comprehensive update of the Subdivision Code. In general, land cannot be divided in California without local government approval. Dividing land for sale, lease or financing is regulated by the California Subdivision Map Act (commencing with Government Code Section 66410) and local ordinances that are consistent with the Act. The Subdivision Code establishes regulations concerning the design of the subdivision, the size of its lots, and the types of improvements (street construction, sewer lines, drainage facilities, etc.), and the form and content of all required maps in Tustin, and is based upon the Subdivision Map Act. RECOMMENDATION: That the Planning Commission receive the Community Development Department’s draft update of the Tustin Subdivision Ordinance and set the item for public hearing on June 11, 2013. Presentation: Dana L. Ogdon, Assistant Director of Community Development 3. COMMENDATION NOMINATION – 2013 SECOND QUARTER. City’s Commendation Program recognizes an Old Town property of outstanding merit as often as every calendar quarter. A decorative sign is displayed at the property, and the owner is provided with a City-paid plaque and recognized at a City Council meeting. The most recent nomination was approved in May of 2010. Tustin resident Lucy Burch recently submitted a nomination for the residence at 138 North B Street. The owners, Kevin and Sarah McGee, purchased the property in 2011 and entered into a Mills Act contract with the City in December of 2011. Agenda – Planning Commission May 28, 2013 – Page 2 of 3 RECOMMENDATION: That the Planning Commission approve the nomination of 138 North B Street to the City’s Commendation Program and Historic Register Plaque Program and select “Primrose House” and “1922” as the most appropriate historical name and date of construction of the property, respectively, pending concurrence from the Tustin Area Historical Society and/or Tustin Preservation Conservancy. Presentation: Scott Reekstin, Principal Planner 4. FOLLOW-UP DISCUSSION: TOUR OF PROJECTS CITYWIDE. The May 28, 2013, tour of projects citywide will include the Rawlings Reservoir, the Marriott hotels and retail project, Fire Station #37, Tustin Ranch Road construction, and Coventry Court at Columbus Square. The tour will focus on community master planning, architectural styles, new construction, senior housing, public facilities and infrastructure, and other community development matters. The primary purpose of the follow-up discussion is to provide a forum for the Commission to generally discuss the tour and to make recommendations for future tours.
