AND VANDENBERG LANE INTERSECTION ENHANCEMENTS PROJECT CIP
40078
SUMMARY
The plans and specifications for the Enderle Center Drive and Vandenberg Lane Intersection
Enhancements Project CIP 40078 have been prepared and the project is now ready to be bid.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 13 -43 approving the plans and
specifications for the Enderle Center Drive and Vandenberg Lane Intersection Enhancements
Project CIP 40078 and authorize the City Clerk to advertise and receive bids.
FISCAL IMPACT
Funding has been budgeted and appropriated in this fiscal year's Capital Improvement Program.
The total State Proposition 1 B SLPP Formula Grant Funds awarded to the City of Tustin for the
project is $35,000. Cities are required to provide a dollar- for - dollar match, using Measure M1
Turnback or Measure M2 Fair Share Funds. Measure M2 Fair Share Funds in the amount of
$35,000 have been budgeted and appropriated for the City of Tustin's match. In addition, $50,000
of Assembly Bill 2766 Motor Vehicle Registration Subvention Funds were added at mid -year to
supplement the project budget. The Engineer's Estimate for construction of the project is
$120,000.
DISCUSSION
On December 18, 2012, the City Council approved Cooperative Agreement No. C -2 -1822 with the
Orange County Transportation Authority (OCTA) for implementation of the Enderle Center Drive
and Vandenberg Lane Intersection Enhancements Project under the State -Local Partnership
Program (SLPP) Formula Grant. The California Transportation Commission (CTC), at their March
5, 2013 meeting, approved the allocation of SLPP Funds in the amount of $35,000 for this project.
The proposed safety improvements at the intersection of Enderle Center Drive and Vandenberg
Lane consist of construction of a planter island on the south side of the tee intersection with raised
curb; installation of landscaping and irrigation in the planter island, consisting of heavily planted
trees and shrubs; removal and replacement of the curb ramp at the northwest corner of the
intersection to be in compliance with current federal Americans with Disabilities Act (ADA)
requirements; overlay of asphalt paving, as necessary for drainage; replacement of signage,
striping, and pavement markings to transition the eastbound through -lane around the planter
island; elimination of the crosswalk on the west leg of the intersection; and painting of chevron

striping to provide separation between the left and right turn lanes on southbound Enderle Center
Drive.

Since the work involves modifications to an existing intersection within a developed area and is
consistent with a class of activities that have been determined to not have a significant effect on
the environment, it is Categorically Exempt under California Environmental Quality Act (CEQA)
requirements. A Notice of Exemption has been recorded with the County of Orange.

RESOLUTION NO. 13 -43
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
APPROVING PLANS AND SPECIFICATIONS FOR THE ENDERLE CENTER DRIVE AND
VANDENBERG LANE INTERSECTION ENHANCEMENTS PROJECT CIP 40078, AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract
for the construction of the Enderle Center Drive and Vandenberg Lane Intersection Enhancements
Project CIP 40078; and
WHEREAS, the City Engineer has presented plans and specifications for the construction
of said work; and
WHEREAS, the project is categorically exempt from the requirements of the California
Environmental Quality Act (CEQA); Class 1, Section 15301: Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the
City Engineer are hereby approved as the plans and specifications for:
Enderle Center Drive and Vandenberg Lane Intersection Enhancements Project
CIP No. 40078
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of the
work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held
on the 4`" day of June, 2013.
