Binsack, Zoning Administrator PUBLIC CONCERNS: None CONSENT CALENDAR: No Items on Consent Calendar PUBLIC HEARING: 1. CONDITIONAL USE PERMIT 2013-05: A request to establish medical uses within an existing office building and to reduce the number of required off-street parking through the use of joint-use parking at Treehaven Plaza. APPLICANT: DAN MAC LELLAN 22961 TRITON WAY, SUITE E LAGUNA HILLS, CA 92653 PROPERTY th OWNER: 17601 17 STREET, LLC ATTN: THE PRES COMPANIES 19782 MACARTHUR BLVD., # 100 IRVINE, CA 92612 TH LOCATION: 17601 17 STREET, TUSTIN ENVIRONMENTAL STATUS: THIS PROJECT IS CATEGORICALLY EXEMPT (CLASS 1) PURSUANT TO SECTION 15301 OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action No. 13- 006 approving Conditional Use Permit 2013-005, a request for a reduction of required off-street parking through joint use of parking area and the construction of a new parking area with twelve (12) standard size parking spaces to accommodate additional medical uses within the existing building. Zoning Administrator Agenda June 12, 2013 Page 2 Presentation: Amy Stonich, Senior Planner The Zoning Administrator called the meeting to order. Amy Stonich provided a presentation on the item and noted that there were three letters submitted into the record noting traffic concerns in the area. The Zoning Administrator inquired whether the Engineering/Traffic Division had reviewed the demand analysis and had deemed it acceptable. Amy Stonich responded that the parking analysis was acceptable. The public hearing opened at 10:40 a.m. The applicant, Dan MacLellan, spoke in favor of the proposed project. He described the project proposal and the improvements which were being completed at the site. Salli Kosek spoke expressing concerns regarding traffic control in the area, specifically for a nearby left-turn pocket. She is concerned that the proposed use may increase the traffic impacts in the area and create a need for increased traffic safety measures. Ms. Kosek requested: that the U-turn capability be eliminated from the nearby left-turn lane; that on-street parking along Treehaven Drive should be prohibited; and that one of the proposed driveways should be removed from the applicant’s proposed plans. Trissa Allen, of Linscott Law & Greenspan Engineers, spoke representing the applicant. She stated that her firm, which completed the parking analysis for the applicant, did not foresee a large or excessive trip generation occurring based on the proposed use of the building. The public hearing closed at 10:55 a.m. The Zoning Administrator stated she would like to spend time reviewing the proposed application along with addressing concerns raised from members of the public. The Zoning Administrator therefore continued the public hearing to a date and time certain of June 19, 2013, at 11:00 a.m. REGULAR BUSINESS: None ADJOURNMENT: 11:00 a.m. The date of the next meeting of the Zoning Administrator is scheduled on Wednesday, June 19, 2013, at 11:00 a.m.
