JORDAN, CHIEF OF POLICE Agenda Item 12 Reviewed: City Manager Finance Director -Itl SUMMARY The Department has determined a need to purchase one (1) Ford E350 extended cargo van for use by the Special Operations Division's SWAT Team, General Investigations Unit, Gang Unit, Special Investigations Unit, and Area Command's Patrol Division. Additionally, there will be a need to award contracts for police equipment conversion work for the newly purchased vehicle, RECOMMENDATION It is recommended the City Council authorize: 1. The purchase of one (1) 2013 Ford E350 van from Downtown Ford Sales (State contracted vendor) in Sacramento, California, in the amount of $30,313.83 (including tax, license, fees and delivery). 2. The purchase of a tactical conversion package for one (1) 2013 Ford E350 van from Quality Vans Tempe, Arizona, in the amount of $33,415.30. 3. The purchase of one (1) MDC and MAV camera system for one (1) 2013 Ford E350 van from Data 911, Alameda, California, in the amount of $11,604.61. 4. The purchase of one (1) Motorola police radio for one (1) 2013 Ford E350 van from Motorola Corp., Libertyville, Illinois, in the amount of $4,679.30. 5. Installation of the Motorola police radio and Data 911 MDC/MAVS units by Hi- Standard Automotive, Orange, California, in the amount of $1,556.75. FISCAL IMPACT Adequate funds have been budgeted, and are currently available in the Asset Forfeiture Fund in the amount of $81,569.79. This purchase will have no fiscal impact on the General Fund. Police Department Vehicle Purchase June 18, 2013 Page 2 of 5 BACKGROUNDMISCUSSION A need has been identified to safely and efficiently move multiple police personnel to locations where they are needed during tactical operations. From SWAT team members to patrol officers, getting personnel to where they are needed, when they are needed is critical to providing the highest quality of public safety in accordance with our mission. A properly equipped Rapid Deployment Vehicle will dramatically increase our ability to provide the highest level of service possible to the community. Currently, the Tustin Police Department SWAT team does not have a vehicle capable of delivering the five (5) team members and their equipment to the scene of an emergency call. During a SWAT activation, a designated SWAT team member must respond to the station and find a vehicle which is capable of carrying the five (5) SWAT officer's equipment while the remaining team members respond to the call location and wait for their equipment to arrive. Once the designated officer locates a suitable large capacity vehicle, it must be loaded with the team members' equipment before responding to the emergency call. This operation can, at times, take up to thirty minutes which is our current desired response time to the scene of an emergency. Using our current and cumbersome response procedure, we cannot achieve our desired mandate of a thirty minute response time to emergency situations. During a SWAT call-out that requires an immediate deployment (such as the recent school shooting in Newtown, Connecticut), or on a pre-planned SWAT mission, we do not have a vehicle that can transport our SWAT team members from the staging area to the location of the incident. There is currently no individual marked vehicle in the Police Department fleet which can safely deliver all five of our SWAT team members, in full gear, to the location in which they are needed. A Rapid Deployment Vehicle capable of delivering fully equipped tactical personnel is needed for a variety of missions beyond SWAT. Currently there is no marked vehicle that can be utilized to transport multiple detectives in full tactical gear on search warrants or raids. The Rapid Deployment Vehicle will enable all specialized units within the Police Department to safely and effectively move personnel during tactical situations where multiple personnel need to be delivered simultaneously and quickly. Operations such as search warrant services, transporting multiple officers on large scale house-to- house searches, deploying and moving officers on large containment perimeters as well as citizen and officer rescues during critical incidents are just a few examples. For the Rapid Deployment Vehicle to be effective in its function as a fully functional vehicle designed to respond rapidly, as its title implies, it must be equipped with emergency lights and siren and marked as specified in California Vehicle Code §25252. Also, the vehicle must have secure voice and data communication capabilities consistent with those in other Tustin Police vehicles. It is critical that officers responding to rapidly evolving incidents have the ability to coordinate efforts using the same equipment used throughout the fleet based on familiarity and proven effectiveness. Police Department Vehicle Purchase June 18, 2013 Page 3 of 5 In the fiscal year 1 is necessary to purchase the below listed vehicle to itnhance the ability of our agency to rapidly deploy emergency personnel during critical incidents. A breakdown of vehicle purchase and required communications equipment and conversion is as follows: Marked Rapid Response Police Van One (1) Ford E350 extended cargo van, black in color. This will be a new vehicle added to the fleet and will not replace an existing vehicle in service. The purchase of the Ford E350 van will be from a current State contract vendor utilized by the City, Downtown Ford of Sacramento has been contacted and confirmed they will be able to supply us with the listed vehicle if ordered by June 28, 2013. After this date the van will no longer be offered in its current configuration. Downtown Ford is a State contract vendor for this van. The City of Tustin Public Works Department has purchased several vehicles from Downtown Ford in the past. Staff elected to double-check pricing against Power Ford in Tustin. Downtown Ford's price was lower than Power Ford, and staff recommends purchasing the vehicle from Downtown Ford. The shipping costs are included in the bid price. Vendor Total Cost Per Vehicle Downtown Ford, Sacramento $30,313.83 Power Ford, Tustin $33,688.72 Rapid Deployment Vehicle Conversion Services An exhaustive search was conducted to find a vendor who could perform the specialized conversion for the Rapid Deployment Vehicle Ford E350 van to our unique specifications. Quality Vans was the only vendor in the Western United States who had previous experience and could perform the work specified for the Rapid Deployment Vehicle. It is important to note the conversion of this van is highly specialized and specific for its tactical function. There is little continuous demand for this type of conversion so few companies offer the service or specialize in it. Quality Vans not only offers the service, but has extensive experience in tactical van conversions. In considering a company to convert this specialty vehicle, it is important to consider the experience level and expertise of those who will perform the work. It is important with this type of expenditure to ensure that the work is completed by the vendor competently and to specifications the first time. The only way to assure this competency would be to assess their previous track record and performance in constructing similar products. If the company has no experience in converting tactical vehicles, their performance cannot be properly assessed, and the quality of work could be in question. Quality Police Department Vehicle Purchase June 18, 2013 Page 4 of 5 Vans has a proven track record of completing tactical van conversions to other tactical units throughout the nation. With these considerations in mind, staff solicited bids from all vendors within a feasible proximity to the Police Department and with sufficient staff and experience to construct the vehicle within a reasonable time frame. Two of the three conversion companies that were contacted provided quotes that are listed below. The quotes received include all conversion work required per our specifications. Indian Bend Road Tempe, AZ 85281 $33,415.30 Arizona Emergency Products $40,987.50 10729 Wheatlands Avenue Santee, CA 92071 It is strongly recommended that Quality Vans in Tempe, Arizona, be awarded the contract to convert the vehicle to our specifications. Not only did Quality Vans provide the lowest bid in this process, this vendor comes highly recommended as providing quality workmanship which is well known in the industry. Quality Vans provides a one (1) year warranty on all workmanship and three (3) years on materials associated with the installation. Motorola Police Radio/ Data 911 Mobile Data Compute One (1) Motorola model APX5600 with dual head and encryption. There are currently no additional police radios in our inventory that could be used, and Motorola is the sole source for Orange County Communications. One (1) Data 911 Mobile Data Computer (MDC) with compatible Mobile Audio Video System (MAYS) in-car video camera system. There are currently no additional MDC's or cameras in our inventory that could be used, and Data 911 is the sole source for Tustin Police Department's secure data communications MDC's. We currently contract with Hi-Standard for all radio and MDC/MAVS installs and their workmanship and customer service has been excellent. Hi-Standard provides a 36 month warranty on all work and materials associated with the installation. They also provide pick-up and delivery services of vehicles and on-site warranty repair if needed. Because Hi-Standard is local, we can also anticipate less vehicle down time during the process and prompt customer service. Surplus Retired Vehicles Not Applicable. SCOTT M.
