HomeMy WebLinkAboutPOWERPOINT PRESENTATION-RAPID DEPLOYMENT VEHICLERAPID DEPLOYMENT VEHICLE Tustin City Council Meeting June 18 t'', 2013 SWAT Team History Prior to our SWAT team, we utilized OCSD's team on as -needed basis Started in 2005 4 Police Officers, 1 Sergeant MOU in place between Irvine and Tustin Several call -outs in Tustin including High Risk Warrant services and Barricaded Suspects Highly professional, local control SWAT Equipment Ballistic Entry Vest with Rifle Plates Ballistic Helmet Entry Weapon - Colt M4 carbine Gas Mask Less Lethal Weapons - 40mm Launcher, Pepperball Gun (to engage non -lethal threats) Entry Tools -Ram, Halligan Tool, Breaching Shotgun EMT Backpack (to treat wounded) Sniper Rifle and Equipment Surveillance Equipment Other miscellaneous equipment SWAT i*s about life-saving The SWAT Team is called when there is a high risk situation, such as: Hostage Rescue Barricaded/armed suspects High Risk Warrant Service on Dangerous suspects Terrorist events Dignitary Protection Active Shooters The special equipment and the tactics developed from extensive training reduces the risk to officers and citizens. In a SWAT call -out, time is precious! Getting SWAT officers on -scene and in position can be critical to the successful resolution of an incident. The SWAT Team has half the team (15) on-call at all times with a 30 minute response time. 30 minutes from receiving the page, half the team and their equipment will be on scene. Currently, one Tustin team member goes to the station, attempts to locate a Vehicle that can hold our equipment, then has to load the equipment from storage lockers into the vehicle. The officer then responds to the location. Each SWAT officer has a collateral assignment on the team which requires additional equipment. With all the equipment, there is not enough space to house everyone's equipment at the same time. WHY A RAPID DEPLOYMENT VEHICLE? An appropriately outfitted vehicle will securely store SWAT equipment reducing response times. The ability to transport all of our SWAT officers while wearing their gear. Not having to transfer gear would reduce the chance of gear being left behind at the station. Covertly -with removable (magnetic) markings, SWAT Officers can be staged inside with a lower profile for a tactically opportune time to take a suspect into custody (Trojan horse). Team delivery -with running boards on the side numerous SWAT Officers can travel short distances and deploy rapidly on scene. Evacuate/transport wounded officers or civilians. A standard police car is too small to load an injured person. An ambulance will not go into an area until there is no longer a threat.
