The board of Trustees and City Council of the City of Tustin do ordain as follows: SECTION 1. It shall be the duty of the City Treasurer to file with the City Clerk on the first Monday of each month a. statement of all moneys in the various funds in the City Treasury, SECTION 2. No order or warrant upon the City Treasury shall be drawn unless in pursuance of an ordinance, resolution or mo- tion duly passed by the Board of Trustees and unless there is suf- ficient money in the fund upon which it is drawn to meet the same,: SECTION 3. All warrants or orders upon the City Treasurer for the payment of any money shall be signed by the President of the Board of Trustees and count e-rsigned.by the City Clerk. In every warrant or order so drawn shall be specified the name of the person to whom the came is payable, the date and amount thereof, the services or indebtedness for which it is to be issued and the fund out of which it is to be paid and shall be made payable to the person named therein or to his order. SECTION 4. No demand against the City of Tustin shall be allowed by the Board of Trustees or City Council nor an order or warrant ordered drawn paying the sante, at any 'other time than a regular meeting of said Board and Council and unless the claiment shall have filed with the Clerk his itemized demand in writing, giving date of services rendered, the character of work done, the number of days engaged therein; the suppliesand material fur- nished, the quantity and price paid therefor, which claimmustbe verified by affidavit of claiment or some competent person for him, stating that the items therein are true and correct and that no part thereof has been paid. If the work was done for or the supplies furnished to any official of the City or committee of this Board in its official capacity, such demand roust also bear the written approval of such officer or chairman of such commit- tee. Provided that order or warrant for regular monthly salary of an official of the City of Tustin may be drawn by the eresi- dent and countersigned by the Clerk on the first regular meeting in the month following the one for which said services for which payment is made::, were performed, without the �,emand of said of— G 55 ficial being so made_or filed.with.the Clerk. SEC'IIO.N 5. It shall be the duty of the City Clerk to keep in a book properly ruled and printed for that purpose, a record or register of all warrants drawn upon the treasury specifying therein the date, amount and number of each warrant so drawn, in whose favor, for what purpose and upon what fund the same is drawn. .`.".SUCTION 6. It shall be the duty of the City Clerk to pro- cure suitable blank warrants upon the City Treasurer which shall be used in the payment of all demands against the City. SECTION 7. The City Clerk of the City of Tustin, shall post or cause to be posted, copies of this ordinance in three public places in the City of Tustin, to -wit; one near the en- trance to the Knights of Pythias Hall, the place where said City Council holds its meetings, one near the entrance to the United States Post Office, and one near the entrance to the First National Bank of Tustin. mayor and resident o he-"o��ar o Trustees of the City of Tustin, Cal. I, the undersigned, City Clerk of the City of Tustin, Calif., and ex -Officio Clerk of the Board of Trustees of said City, hereby certify that the foregoing ordinance is a true and correct copy of Ordinance No. 8 of said City, which was introduced at a regular meeting of said Board of Trustees held on January 16th, 1928, and was finally passed at a regular meeting of said Board on the 20th day of'February, 1928, being not less than five days thereafter, by the following stated vote: AYES: TRUSTEES: HuntLley , Schwendeman , Logan and & Kiser , r?OES: TRUSTESS: NONE. ABSENT: TRUSTEES: NONE. I hereby certify that upon its passage said ordinance was theranpan signed by the Mayor and President of the Board of Trustees of said City, and thereafter on the 21st day of Feb- ruary, 1928, I posted true copies of said ordinance, conspicuously, in three public places in the City of Tustin, to -wit: one at the entrance to the Knights of Pythias Hall, the place where the Board of Trustees holds its meetings, one near the entrance to the United States Post Office, and one near the entrance to the First National Bank of Tustin.
