A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
SEWER WITHIN TUSTIN RANCH ROAD AND BARRANCA PARKWAY
AND THE BARRANCA CHANNEL AND BARRANCA PARKWAY
IMPROVEMENTS (CIP NO. 70205)
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of sewer work within a portion of Tustin Ranch Road and
Barranca Parkway, and for the Barranca Channel and Barranca Parkway improvement
work from east of Aston Street to just west of Tustin Ranch Road (CIP No. 70205), and
WHEREAS, the construction of the said work can best be accomplished prior
to the opening of Tustin Ranch Road Extension at the end of this year to minimize
disruption to the increased traffic anticipated, and
WHEREAS, construction of the Barranca Channel improvements can best be
accomplished by starting now during the summer dry season months, advancing the
entire construction operation by approximately 4.5 months and avoid simultaneous
disruptions along Barranca Parkway; and
WHEREAS, R.J. Noble is the pre-qualified responsive/responsible bidder
currently completing the Tustin Ranch Road Phase 2 Roadway Improvements,
including sewer installations as well as storm drain box, laterals, and catch basin
connections and the estimates for this work are competitive with current contract
prices.
WHEREAS, the City Engineer is currently preparing the final plans and
specifications for the immediate construction of said work; and
WHEREAS, that on January 16, 2001, the City of Tustin certified the Program Final
Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse
and disposal of MCAS Tustin. On December 6, 2004, the City Council adopted Resolution
No. 04-76 approving a Supplement to the FEIS/EIR for the extension of Tustin Ranch
Road between Walnut Avenue and the future alignment of Valencia North Loop Road. On
April 3, 2006, the City Council adopted Resolution No. 06-43 approving an Addendum to
the FEIS/EIR. On May 13, 2013, the City Council adopted Resolution No. 13-32 approving
the 2nd Addendum to the FEIS/EIR. The FEIS/EIR along with its Addendums and
Supplement is a program EIR under the California Environmental Quality Act (CEQA). The
FEIS/EIR, Addendum and Supplement considered the potential environmental impacts
associated with development on the former Marine Corps Air Station, Tustin; and

NOW, THEREFORE, BE IT RESOLVED that the plans and specifications are
approved subject to the final approval by the City Engineer of the City of Tustin for:
Sewer within Tustin Ranch Road and Barranca Parkway, and the Barranca
Channel and Barranca Parkway Improvements (CIP No. 70205)
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 18th day of June, 2013.
