CENSUS 2000 UPDATE
SUMMARY: For the past several mont]ts, the Community Development Department has been working
with the U.S. Census Bureau in preparation for Cettsus 2000. The Census is an important community
effort because for each person not counted by the census approximately $100.00 itt annual
federal funding is lost. The Community Development Department has prepared this report to update
the City Council on the most recent activities relating to Census 2000.
RECOMMENDATION
That the City Council receive and file this report.
DISCUSSION
The following discussion highlights recent activities related to Census 2000:
Local Update of Census Addresses
According to the Census Bureau, a special enumeration of Tustin has been completed and the
supplemental Local Update of Census Addresses (LUCA) materials will be transmitted to the City
directly from Census Headquarters within a month. The City will have six weeks to review the
information. Because of the Bureau's error and delay in counting significant portions of Tustin, the
Census Bureau has offered to provide the City of Tustin with on site personnel assistance to
expedite the address review. The review process will involve checking every city address, recent
subdivisions and subdivisions anticipated to be completed by April 1,2000 (Census Day).
Partnership and Promotion - Complete Count Committee
The Census Bureau has encouraged communities to establish complete count committees and
implement various promotional activities. The County has invited the City of Tustin to participate in
their Complete Count Committee.
The kick-off meeting for the Orange County Complete Count Committee originally planned for May
was rescheduled to July, but was postponed. The County has set no new meeting date.
