YEAR 2000 TELEPHONE SYSTEM MODIFICATIONS
SUMMARY: Staff has reviewed the City's telephone backbone system with Pac Bell service
personnel and it has been recommended that several changes be made to the system to meet
Year 2000 needs and to improve its efficiency and reliability. The recommendations in this report
will also provide for a twenty-four hour uninterruptable power supply, enhanced surge protection
that will improve the emergency capabilities of the phone system, Year 2000 compliant system
software, and room for expansion as needed.
RECOMMENDATION:
Approve telephone system upgrades with Pac
unappropriated fund balance of the General Fund.
Bell and appropriate $23,000 from the
FISCAL IMPACT:
The improvements described in the report will require a supplemental appropriation of $23,000
from the unappropriated reserves of the General Fund to account number 018016360.
DISCUSSION:
During the fall of 1998 the City experienced a major power surge on a Friday evening that shut
down the majority of phone stations throughout City Hall. Significant impact was felt in the Police
Department where they only had about twelve phones operational. It took an extensive period of
time to determine the problem and complete repairs. Staff has been working with Pac Bell
technicians to determine the main cause of the system failure and the appropriate fix. They made
three main findings: the base controllers (KSUs) were overloaded; all three of the existing KSUs
were not Year 2000 compliant; and the existing power backup and surge protection was not
adequate for the current configuration.
Pac Bell has recommended the addition of one new KSU to allow for more efficient system
allocation and expansion and the installation of a dedicated uninterrupted twenty-four power supply
(UPS) with surge protection, to isolate the City's telephone system from other power needs in the
event of a major power failure.
The phone system upgrades are a major element of the City's Year 2000 preparedness plan. We
are postponing a major test of the emergency power generator until we can be assured that we will
not have another phone system failure that will disrupt Public Safety services.

EncloSed is the Norstar Contract which I need for you to sign and return.
Although the City of Tustin is an existing Pacific Bell customer, the contract
enables us to offer lower equipment prices and establishes the Police Department
as it's own location.
The "Payment Option Selection" is not applicable, though I will need a "Purchase
Order Number" to proceed. Upon receipt of the signed contract I will expedite the
installation.
