HUSTON, CITY MANAGER POLICE DEPARTMENT LOCAL LAW ENFORCEMENT BLOCK GRANT PROGRAM RECOMMENDATION: 1. Open and close a Public Hearing. 2. Authorize usage of the funds as recommended by the Police Department. FISCAL IMPACT: As reported in June 1998, the total project cost is $200,000. A prior Local Law Enforcement Block 'Grant (LLEBG) was used to partially fund this project. This final block grant program in the amount of $51,871 will fund the remainder of this project. The portion of the cost has been funded through donations and asset forfeiture funds. BACKGROUND: The Police Department has a need for a Base Station separate from the police facility to mount operations in the field, both for disaster preparedness as well as crime prevention. The firestorm of 1997 and the El NiSo conditions demonstrate the need for this vehicle. The Mobile Command Post can be deployed to numerous locations as a substation to further enhance the Department's contact with the community in the furtherance of Community-Oriented Policing. The Mobile Command Post/Substation would give the Department the ability to participate in the community events in any portion of the city as well as meet any needs for disaster preparedness. The purchase and construction of the Mobile Command Post has already been approved by City Council. Two Local Law Enforcement Block Grants in 1996 in the amount of $43,081 and in 1997 in the amount of $49,018 have already partially funded this project. Mr. William A. Huston, City Manager July 19, 1999 Page 2 This third Local Law Enforcement Block Grant in the amount of $51,871 was awarded September 30, 1998. All of the funds are being used currently for this on-going project. On June 8, 1999 a meeting of the Advisory Board as required by the grant was held. The Advisory Board supported the purpose as outlined by the Police Department for expenditure of the funds. The total cost of the project will be approximately $200,000. With this third grant, the grant funds total $143,970. The remainder cost will be comprised of community donations and asset forfeiture funds. STEVE FOSTER Chief of Police
