Background and Discussion In February 1999, Godbe Research and Analysis began working with the City of Tustin on a public opinion research project. The objectives of this project were: · To determine the level of support in the Tustin and North Tustin community for an expanded Tustin Branch Library; · To uncover the community's tax threshold for funding an expanded library, as well as maintenance costs and program enhancements; and · To identify arguments that increase any measure's chance of passing. Representatives from Godbe Research will make a presentation summarizing the survey results at the 3uly 19, 1999 City Council meeting. City staff began discussions with a financial advisor, Stone 8, Youngberg, to recommend a more specific funding mechanism for any future library project (i.e. the use of Community Facilities District mechanism or parcel tax). This information will be brought back to the Council in the future. One issue that will need to be resolved prior to the City providing any decision on a bonding mechanism for funding a library expansion will be to obtain a position from the County of Orange regarding their willingness to also place a ballot measure on the Tustin sphere of influence area within the North Tustin unincorporated area. Library Survey Results Page 2 Staff have met with Supervisor Spitzer's Office and upon completion of the survey presentation to the City Council would suggest facilitation of a meeting between the City Council Library Sub-Committee Co-Chairs (Mayor Worley and Councilmember Saltarelli) and Board of Supervisor representatives.
