AWARD OF CONTRACT FOR GRAFFITI REMOVAL PROGRAM
SUMMARY
The City's contract with Graffiti Control Systems expires in October 2002; therefore, the
Community Development Department proceeded with a Notice to Invite Bids. One timely bid
was received, from the City's current graffiti removal contractor, in the amount of $35 per job.
Because Graffiti Control Systems has provided professional and competent graffiti removal
services in Tustin for the past 8 years and is the only responsible bidder, staff recommends
that they be awarded the annual contract.
RECOMMENDATION
That the City Council authorize the Community Development Director to enter into a
contract with Graffiti Control Systems for the removal of graffiti from public and private
property.
FISCAL IMPACT
Funding for the graffiti removal program includes $10,000 in federal Community
Development Block Grant (CDBG) fiscal year 2001-2002 funds, $16,000 from the City's
General Fund, and $15,000 from the South Central Redevelopment Area Set Aside Fund.
DISCUSSION
For the past eleven years, the City of Tustin has managed an effective graffiti removal
program. This program provides free graffiti removal services to property owners within
two working days from the time the graffiti is reported. To be eligible for the program,
property owners must sign an authorization form to allow the City to remove graffiti from
private property. For the past five (5) years, the City contracted with Graffiti Control
Systems to provide the removal service. Their contract expires in October 2002.
The Community Development Department proceeded with the Notice to Invite Bids for the
Graffiti Removal Program in September 2002. Advertisements regarding the bid invitation
were printed in the Tustin News, and letters containing the Notice to Invite Bids were sent
to seven local graffiti removal companies, including Graffiti Control Systems. For the

purposes of drawing a comparison of bids, staff requested that the bids be formulated
assuming 1,000 jobs (maximum graffiti removal size of 100 square feet per job). However,
the contract establishes that the contractor will remove each graffiti occurrence on a per-
job basis regardless of the number of occurrences.
The City received one timely bid, which was opened on October 10, 2002, as follows:

Under the City's previous contract with Graffiti Control Systems, the City was paying $23 to
$28 for the removal of one graffiti occurrence under 100 square feet. The recent bid
submitted by Graffiti Control Systems states that for the new contract period they will
remove an average graffiti occurrence of no larger than 100 square feet for a flat fee of
$35.00. Graffiti occurrences larger than 100 square feet will be counted as multiple
occurrences for payment purposes.
Graffiti Control Systems has provided graffiti removal services for the City of Tustin for the
past eight years. Their services have been completed professionally, and they have met
established response times for graffiti removal. Overall, City staff has been satisfied with
the performance of Graffiti Control Systems. Furthermore, staff has verified that the
required contractor's licenses for Graffiti Control Systems remain current and active.
The contract will provide for a maximum of four one-year extensions (fiscal year 2002-
2003 through fiscal year 2007-2008). However, these extensions are subject to future
CDBG and General Fund allocations.
