AUTHORIZATION TO EXPEND FUNDS--CROSSING GUARD CONTRACT
RENEWAL
SUMMARY
The crossing guard contract with All City Management Services, Inc. is up for renewal for the
2002-2003 City of Tustin school year.
RECOMMENDATION
Renew the existing contract with All City Management Services, Inc. and the City of Tustin in
order to provide 34,674 hours of school crossing guard service for the 2002-2003 school year.
FISCAL IMPACT
$396,350--Budgeted funds in Professional Services and Consulting Fund.
BACKGROUND
In the present 2001-2002 fiscal year, funds were budgeted for the renewal of a one-year
contract with All City Management Services, Inc. to provide school crossing guard service. The
crossing guard service provides for 47 crossing guards to cover 37 school sites throughout the
City of Tustin during the Traditional and Year-Round School schedules of 180 school days.
The cost of the proposed contract also includes the cost for one new school post for Ladera
Elementary School and increases in the minimum wage as set by the State of California. There
are no other changes to the original contract.
Funds were budgeted in the amount of $396,350 under account #5036010.
We request your authorization to utilize the existing budgeted funds in the Professional Services
and Consulting Fund in order to renew the Crossing Guard Services Contract for the 2002-2003
Tustin school year.
City Attorney Lois Jeffrey has reviewed and approved the Amendment as to form.

Amendment to Agreement between
All City Management Services, Inc. and the City of Tustin
for providing School Crossing Guard Services
The City of Tustin hereinafter referred to as the "City", and All City Management Services, Inc.,
located at 1749 S. La Cienega Blvd., Los Angeles, CA 90035, hereinafter referred to as the
"Contractor", mutually agree to amend the existing Agreement entered into on as follows:
1. Item #1
The City and the Contractor agree to extend the term of this Agreement for
the 2002-2003 fiscal year beginning July 1, 2002 through June 30,
2003.
2. Item #17
The City agrees to pay Contractor for services rendered pursuant to the
Agreement the sum of Eleven Dollars and Sixty-Seven Cents ($11.67) per
hour of guard service provided for the year beginning July 1, 2002 and
ending June 30, 2003. It is understood that the cost of providing thirty-three
thousand nine-hundred and sixty-three (33,963) hours of service shall not
exceed Three-Hundred and Ninety-Six Thousand, Three-Hundred and Fifty
Dollars ($396,350.00).

Except as provided for in Item #1 and Item #17, all other terms and conditions of the
.original Agreement and Amendments thereto between the City and the Contractor remain
in effect.
