CENSUS 2000 UPDATE
SUMMARY: For the past several months, the Community Development Department has been worMng
with the U.S. Census Bureau in preparation for Cettsus 2000. The Cettsus is att important com,tttltity
effort because for each person not counted by the census approximately $100.00 bt attnual
federal funding is lost. The Community Development Department has prepared this report to update
the Ci~,. Council on the most recent activities relating to Census 2000.
RECOMMENDATION
That the City COuncil receive and file this report.
DISCUSSION
The following discussion highlights recent activities related to Census 2000:
Local Update of Census Addresses
As noted in the May 3, 1999 Census 2000 Update, the Census Bureau has agreed to do a special
enumeration of Tustin's residential addresses this summer because their address list was missing
approximately 6,000 Tustin addresses. The Community Development Department confirmed with
the Regional Director that we would have the opportunity for a six-week review period to provide
feedback and make any necessary changes to the address list. The Census Bureau has also
agreed to provide the City with special technical assistance on this project.
Partnership and Promotion - Complete Count Committee
The Census Bureau strongly encourages communities to establish complete count committees
and implement various promotional activities. The County has invited the City of Tustin to
participate in their Complete Count Committee.
The County has indicated that the kick-off meeting for the Orange County Complete Count
Committee originally planned for May will be scheduled this month.

Statistical Areas Procjram
The Statistical Areas Program gives c,ommunities the oPportunity to review and make' changes to
the census tract boundaries that will be used for Census 2000. On April 1, 1999, the Community
Development Department transmitted a letter to the County requesting changes to the City's
statistical boundaries. The changes reflect the new street system in Tustin Ranch, the closure of
Marine Corps Air Station - Tustin, and merged or split Census blocks and tracts.' In May, the
County indicated that all of the City's requests were acceptable and would be forwarded to the
Census Bureau.
