AMENDMENT #2 TO THE AGREEMENT BETWEEN ORANGE
COUNTY TRANSPORTATION AUTHORITY AND CITY OF TUSTIN
;UMMARY:
RECOMMENDATION:
The City Council execute Amendment #2 to Agreement No. C-8-0198 between the
Orange Counb' Transportation Authority and the City of Tustin to provide service until
October 31, 1999.
FISCAL IMPACT:
The estimated number of trips covered by the amended agreement from September 1,
1998 through October 31, 1999 is 5,204. Amendment #2 requires the City to budget an
amount not to exceed $10,616.16 ($2.04 per trip). The City is only billed for scheduled
trips. The required amount is allocated in the 1998/99 Senior Citizens budget.
Amendment #2 poses no additional fiscal impact since any costs incurred after July 1,
1999 are identified in the proposed 1999/00 budget at the previous year's appropriation
level.
BACKGROUND:
The Orange County Transportation Authority provides transportation services for senior
adults to attend the lunch program at the Tustin Area Senior Center. Amendment #1
extended the term of the original agreement until August 31, 1998. OCTA has requested
all municipal agencies sign an amendment extending the contract until October 31, 1999.
The reason for the extension is to allow OCTA and AAA time to plot a course that would
permit the benefits of the new pilot program service model to be extended to all
jurisdictions.
OCTA and AAA have been exploring possible alternatives to provide transportation for
seniors. Cities that have participated in the pilot program have been able to provide
services through private contractors at a lower cost than OCTA. In addition to serving
nutrition programs, pilot cities have had the flexibility to offer trips for shopping, medical
appointments and other senior needs.
SUMMARY:
OCTA/AAA provides transportation services for senior adults to attend the lunch
program at the Tustin Area Senior Center. In order to allow time for OCTA/AAA to
fully develop a pilot program they have requested that the City extend the transportation
agreement until October 31, 1999. The original contract and amendments have been
reviewed by the City Attorney and approved as to form.
The OCTA/AAA agreement along with the new program initiated by the Parks and
'Recreation Department are necessary to provide a comprehensive transportation program
for Tustin Area Seniors. In order to avoid any disruption in service, an executed copy of
Amendment #2 must be returned to OCTA prior to July 1, 1999.

THIS AMENDMENT NO. 2 is made and entered into this __day of , 1999
by and between the Orange County Transportation Authority ("AUTHORITY") and the City of Tustin
("CITY"). '
WlTNESSETH:
WHEREAS, by Agreement No. C-8-0198 dated July 1, 1998, as changed by Amendment
No. 1 dated October 12, 1998, AUTHORITY and CITY entered into a Contract for CITY to purchase
transportation services from AUTHORITY for the purposes of providing a means for seniors to

participate in the Area Agency on Aging (AAA) senior nutritional program; and
WHEREAS, both. parties have agreed to extend this Agreement for four months to continue
senior transportation services;
NOW THEREFORE, it is mutually understood and agreed by AUTHORITY and CITY that
Agreement No. C-8-0198 is hereby amended in the following particulars only:
1. Amend ARTICLE 8. TERM OF AGREEMENT, Page 4 of 6, to delete in its entirety

and in lieu thereof insert the following:
ARTICLE 8. TERM OF AGREEMENT
The term of this Agreement shall be fourteen (14) months, commencing September 1,
1998 and expiring at the end of business or 5:00 p.m., whichever occurs last on October 31, 1999.

lieu thereof insert "Ten Thousand, Six Hundred Sixteen Dollars and Sixteen Cents ($10,616.16)."
