HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION AUTHORIZATION TO RE-ADVERTISE FOR BIDS FOR CONSTRUCTION OF WELL SITE FACILITIES UPG1Lafl)ES (CITY PROJECT NO. 600077) SUMMARY This action is a request for authorization to re-advertise for bids for construction of the Well Site Facilities Upgrades RECOMMENDATION It is recomrnended that the Tustin City Council adopt the attached resolution approving plans mad specifications and authorizing re-advertisement for the subject project. FISCAL IMPACT The eng-ineer's estimate for this project is $910,000. There is currently $994,300 remaining in the 1998/99 budget allocated for completion of this project. BACKGROUND Authorization to advertise for bids was originally received from the City Council on March 1, 1999. Although the City received interest fi'om a number 'of contractors no bids were received on the scheduled bid date. A number of contractors stated after the bid date that they did not have time to pre_pare a bid because of the numerous other projects bidding during this time period. A number of general contractors were contacted and have stated they will have time to prepare a bid in June for this project. The construction of the well site facilities upgrades was budgeted as Water Capital Improvement Program project within the current Fiscal Year and are Phase III projects to be constructed under the Program Management Contract with ASL Consulting Engineers. City Project No. 600077 consists of the replacement of the electrical equipment at the Beneta, Pankey, Prospect, Tustin Avenue, Walnut and Yorba Well Sites and the implementation of automated chlorination at the Beneta, Yorba, and Walnut Well Sites. Construction of these improvements will enhance safety at the existing sites, improve the electrical reliabiliD~ and enable the maintenance of a chlorine residual throughout the distribution system for the protection of public health. (MSE) to prepare plans and specifications for the subject well site facilities upgrades. MSE has completed the plans and specifications which have been reviewed and approved by ASL and City staff. V~h Water Services Manager TS :GRV:jtm RESOLUTION NO. 99-43 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLAINS AND SPECIFICATIONS FOR THE CONSTRUCTION OF WELL SITE FACILITIES UPDGRADES (CITY PROJECT NO. 600077), AND AUTHORIZING RE-ADVERTISEMENT FOR BIDS 6 7 8 9 10 11 12 13 14 15 WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract construction of well site facilities upgrades; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: Construction of Well Site Facilities Upgrades, City Project No. 600077; BE IT FURTHER :RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications; 16 17 BE IT FURTHER RESOLVED that this project is categorically exempt from the requirement of California Environmental Quality Act; Class I: Existing Facilities. 18 19 PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin, held on the 7th day of June, 1999. - 20 21 22 23 Tracy A.
