Warren 13841 Tustin East Drive #166 Tustin, CA 92780 May 1 O, 1999 Office of the City Clerk Valerie Crabill 300 Centennial Way Tustin, CA 92780 Dear Valerie: An audit committee plays an instrumental role in evaluating a city's control enviromnent as well as the adequacy and efficiency of management, internal auditors, and independent accountants. Experiences as an auditor in the field of public accounting, as well as my previous managing and leadership experiences qualify me to serve as a productive member of the City of Tustin's audit committee. I believe an audit committee member should possess an in-depth understanding of financial accounting as well as general business knowledge. Both my education and my experience as an auditor with Kelly & Company, a public accounting firm located in Newport'Beach, formerly located in the City of Tustin for approximately 15 years, have provided me ~4th the expertise I believe necessary to serve on the city's audit committee. Working as an auditor for Kelly & Company has given me the opportunity to interact wdth, as well as report to, the audit committees of numerous companies. It has also provided me with extensive experience in evaluating internal control, communicating with management and evaluating both their efficiency and effectiveness. As a member of the American Institute of Certified Public Accountants Securities Exchange Commission practice section, the majority of Kelly & Company's clients are publicly traded companies. As a result, I have gained expertise not only in preparing financial .statements in accordance with Generally Accepted Accounting Principals, but also with the requirements of the Securities Exchange Commission, as well as other federal regulations. In addition, my profession and education have allowed me to gain an in-depth understanding of the unique requirements of governmental accounting, and the preparation of financial statements in accordance x~4th the Governmental Accounting Standards Board. As the father of a toddler, and a five-year resident of Tustin, I am very concerned ~4th our city's future. Tustin is a unique city, which possesses a remarkable history that continues to thrive in the preservation of the past and the continuing evolution of what will become our future. It is a city where past and present occur simultaneously and this makes for a wonderfully unique hying experience. The city government in general and the audit committee in particular, play a vital role in the financial well being of the city. I believe that through my education and experience, I posses the necessary insight to notice and question any unusual business practices, ag~essive accounting methods, or violations of governmental and or other accounting standards. These are just a few of the reasons that I feel I would make a productive addition to the City of Tustin's audit committee. I would welcome the opportunity to further discuss the possibilit)_' of becoming a member of the audit committee. Sincerely, Andrew F. Warren Andrew F. May 24, 1999 Tustin City Council Tustin, CA Dear Members of the City Council, I would like to continue my service on the Tustin Planning Commission, and am asking that you consider my reappointment at the end of my present term. In the past two years, the Planning Commission has reviewed a variety of projects. While most have been rather straightforward work, with little controversy attached, some projects have generated considerable public input (and outcry). The Burger King on Red Hill, the proposed extension of the Old Town Overlay, the continuing interest in what is now referred to as Tustin Legacy, and the Lafayette Plaza parking lot are among the more interesting issues we have worked through. In the past two years, I have learned that the members of our Planning Staff are more than competent- they are thoroughly professional in their work, operate without mahce or hidden agenda, and are always seeking to balance the needs of all interested parties. Their work is outstanding, and I have enjoyed working with them. The next few years present compelling challenges - redevelopment of the southwest areas, development of Tustin Legacy, continuing issues regarding traffic flow, enhancement of commerce, and protecting the citizens' rights to quiet enjoyment of their own property. I want very much to be part of the ongoing Planning Commission process in Tustin.
