SUBJECT: NOTICE OF COMPLETION FOR THE SYCAMORE AVENUE STORM DRAIN AND BLOCK
WALL IMPROVEMENTS BETWEEN NEWPORT AVENUE AND THE SR-55 FREEWAY
(PROJECT NO. 700149)

RECOMMENDATION
It is recommended that the Tustin Community Redevelopment Agency concur with, and authorize the City
Council to accept the work as complete and authorize the recordation of the Notice of Completion.
This project is scheduled before the Tustin City Council, at their meeting of June 7, 1999, for acceptance of the
public improvements and authorization to file the Notice of Completion, subject to concurrence from the Tustin
Community Redevelopment Agency.
FISCAL IMPACT
The final cost of construction for this project is $612,131.46, which includes four Contract Change Orders. The
storm drain and block wall constrUction is funded from the 1998-99 Capital Improvement Budget with the Tustin
Community RedeveloPment Agency-South Central Account No. 560-400-9999-9530-700149 _and the water
related construction is funded from the unallocated Water Capital Improvement Fund Account No. 680-401-9999-
9610-700149. In addition, portions of the construction were funded from the 1998-99 FY Public Works
Department/EngineeringDivision Operating Budget as follows: Account No. 490-400-8015-9530 for new street
light related construction, and Account No. 010-400-4020-6235 for new. sidewalk related construction.
BACKGROUND
Pursuant to Resolution RDA No. 97-02 passed and adopted July 21, 1997 the Tustin Community Redevelopment
Agency authorized the City Council and staffto administrate the construction contract for the subject project.
The original construction contract provided for the construction of a masonry block wall along the City's southerly
right-of-way line of Sycamore Avenue from Newport Avenue to Pasadena Avenue and along Caltrans' southerly
right-of-way line of the northbound SR-55 Freeway off-ramp, from the SR-55 Freeway to Pasadena Avenue. In
addition, the earthen "V" ditches along both sides of Sycamore Avenue between Pasadena Avenue and Newport
Avenue were replaced with an underground storm drain system.
Acceptance of Public Improvements and Authorization to File the Notice of Completion for the Sycamore

Subsequently, on July 7, 1998, the Tustin Community Redevelopment Agency (RDA) authorized the City Council
and staff to administrate a Contract Change Order with Brongo Construction for the construction of a block wall
and relocation of the 8" water main along the northerly side of Sycamore Avenue between Nex~port Avenue and
Pasadena Avenue.
All construction has been completed by Brongo Construction to the satisfaction of the Engineering Division. It is
recommended that the Tustin Community Redevelopment Agency authorize the City Council to accept the public
improvements and file the Notice of Completion for the subject project.
