APPROVAL OF A CONSULTANT SERVICES AGREEMENT WlTit I:ilLTON,
FARNKOPF & ltOBSON, LLC TO PREPARE SOLID WASTE COLLECTION AND
RECYCLING SERVICES BID DOCUMENTS
RECOMMENDATION
Staff recommends that the City Council approve a consultant services agreement with I-triton, Famkopf & Hobson,
LLC of Newport Beach to prepare the necessary bid documents for the City's solid waste collection and recycling
services contingent upon the approval of the agreement by the City Attorney.
FISCAL IMPACT
Funds in the amount of $81,280 will be included in the Public Works Department operating budget request for FY
99-00. This cost will be recovered from the successful bidder.
BACKGROUND
The City's solid waste franchise agreement with Great Western Reclamation (GWR) expires June 30th, 2000.
Measure J, approved by City voters in November of 1994, mended City Code section 4333 and requires the City
to seek competitive bids every seven years for the collection and disposal of solid waste. The measure also requires
the City to conform to the requirements of California Public Contracts Code section 20162 and award the contract
to the lowest responsible bidder, without negotiation. Highly detailed bid documents that cover all aspects of solid
waste collection, recycling and disposal services will need to be developed.
This process is further complicated by the need to develop a contract that will insure that the City complies with the
increased recycling and landfill diversion requirements identified in AB-939.
With any new contract, it is likely that the City will be required to implement green waste diversion to meet AB-
939. One or more other recycling bins for newspapers, glass, cans and plastics may also be required to insure that
the City complies with the diversion requirements.
In February 1999, the Public Works Department sent a request for proposal to the following seven qualified
consulting finns. Those firms were:

2. Camp, Dresser & McKee
3. I-filton, Famkopf& Hobson
4. Economics
5.1LW. Beck
6. CA Recovery
7. Municipal Resource Consultants
Of these seven finns, only ITllton, Famkopf & Hobson (HFH) responded with a proposal. Other firms either did not
respond or indicated an inability to meet the required time flame.
Staff believes that HFH is qualified to perform the tasks required. HFH has an extensive experience in Orange
County and all of Southem California preparing requests for proposals, requests for bids, and contract documents.
Local clients include the Cities of Anaheim, IrVine, Santa Ana and Orange, the County of Orange and the Orange
County City Managers Solid Waste Working Group.
HFH's proposal fully responds to staffs request for proposal and outlines a project schedule that attempts to
balance both the time and task requirements identified by staff. The project has three major phases and would
require approximately 9 months to complete. Additional tasks are identified to facilitate contract implementation.
The first phase is estimated to last approximately three months and emphasizes the collection of information, public
and waste industry input and a City Council workshop. Phase II consists of the preparation of bid documents and
the evaluation and award of bids and requires approximately four months to complete. Phase Three is for services
to finalize contract details and will require two months to complete.
