DIRECTOR, PARKS AND RECREATION TUSTIN MILLEN~ EVENT COORDINATION RECOMMENDATION: Defer the "First Night" New Year's Event to December 31, 2000. FISCAL IMPACT: Review request of the Millennium Committee for a "First Night" event as part of the 2000-01 FY Budget preparation. DISCUSSION: On February 16, 1999, City Council directed staff to form a committee of community members to plan a New Year's Eve Celebration event in Old Town Tustin to celebrate the Millennium. The Tustin Millennium Committee consists of community volunteers and has met twice to prepare a program, plan, timeline and budget. After careful review, staff has analyzed resources available to the City in preparation of the activities for December 31, 1999. The City is actively preparing for any circumstances associated with Y2IC City resources, which include significant commitments of labor.and materials, will be utilized during the course of that evening. Concerns about utility services, such as electricity, water, etc., will be monitored by City staff. Additional resources, such as police services for traffic control in the event of traffic signal or utility disruption, will be on standby. Public health and safety on December 31, 1999, is the primary goal of the City's preparation for Y2IC Staff and the Committee would encourage a program that will create a memorable, family-oriented ceremony on New Year's Eve, each and every year. This "First Night" Celebration should continue to be planned and deferred to December 31, 2000. It will give the opportunity for additional commitments fi.om entertainers, rental companies, amusement contractors and food and beverage concessionakes, along with sponsors, to ensure a successful event. This, combined with a renewed commitment of City resources, will help ensure protection of public health and safety for the Y2K Millennium date this year, and plan a successful event next year.
