HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT CENSUS 2000 UPDATE SUM2IlARY: For the past several months, the Community Development Departntent has been worMng with the U.S. Census Bureau ht preparaffon for Census 2000. The Census is att intportant communiO~ effort because for each person not counted by the census approximately $100.00 ht attnual federal fitnding is losL The Community Development Department has prepared this report to update the City Council on the most recent activities relating to Census 2000. Reports o!! Cettslts 2000 activities will be transmitted to the Council on a monthly basis until April 2000. RECOMMENDATION That the City Council receive and file this report. DISCUSSION Local Update of Census Addresses As noted in the March 15, 1999 Census 2000 Update, the Census Bureau has agreed to do a special enumeration of Tustin's residential addresses this summer. The Community Development Department confirmed with the Regional Director that we will have the opportunity for a six-week review period to provide feedback and make any necessary changes to the address list. The Census Bureau has also agreed to provide the City with special technical assistance on this project. Partnership and Promotion - Complete Count Committee The Census Bureau strongly encourages communities to establish complete count committees and implement various promotional activities. The County has invited the City of Tustin to participate in their Complete Count Committee. The County has indicated that a kick-off meeting for the Orange County Complete Count Committee will be scheduled this month. City Council Report Census 2000 Update May 3, 1999 Page 2 Statistical Areas Program The Statistical Areas Program gives communities the opportunity to review and make changes to the census tract boundaries that will be used for Census 2000. On April 1, 1999, the Community Development Department transmitted a letter to the County that outlines the statistical boundary changes requested by the City of Tustin for the County's consideration. Because the County is the coordinating agency on this project, the Community Development Department will continue to work closely with the County and urge the Coun(y to transmit our recommendations to the Census Bureau. Service-based Enumeration In late March 1999, the Census Bureau requested a list of all of the homeless service and nonsheltered outdoor homeless locations. In April 1999, the Community Development, Parks and Recreation Services and Police Departments provided the Census Bureau with locations and contact information.
